Promotional Selection. A. The AMHA shall fill the opening by promoting from the qualified applicants who have the necessary skills and ability to perform the job and who make a timely application. The AMHA shall utilize the following criteria when selecting from qualified promotional applicants; relative skills and abilities; work experience of a similar or related nature; related education and training programs; employee personnel file; seniority. If two (2) or more employees are substantially equal in meeting said criteria, then seniority shall prevail. XXXX shall fill the position within a period of ten (10) working days after the selection of a new hire or within twenty (20) working days after the bid period is closed for an existing employee. Unsuccessful, existing employee bidders shall be notified by XXXX in writing upon rejection and prior to the selection of a new hire.
Promotional Selection. The Chief of Police will make all promotions. The Chief will make promotions to Lieutenant in rank order from the top of the Lieutenant’s Eligibility List. The Chief will make promotions to Captain from the ranked list of the top five (5) candidates produced by the Assessment Center. In the event of multiple vacancies, an additional candidate will be added to the list for each vacancy. (Example, if two (2) vacancies exist, the Chief will receive a ranked list of the top six (6) candidates. If three vacancies exist, the Chief will receive a ranked list of the top seven (7)

He will use the “Rule of Three” i.e. a promotion must be made from among the top three listed candidates, in making promotions from the Captain’s Eligibility List. He will use the “Rule of One” i.e. a promotion must be made from the top of the list, in making promotions from the Lieutenant’s Eligibility List. All position vacancies in the ranks of Lieutenant and Captain shall be filled within 30 days of the date the vacancy occurs, unless the list is exhausted before the end of the fiscal year.
