Qualifications shall include experience education and application of skills, knowledge and ability. Should there be no employees in the program qualified for the position, the Employer will consider applicants from the other program based upon senior qualified provisions before considering applicants from outside of the agency. Should there be no employee qualified for the position the Employer may hire an applicant from outside the agency. A hiring committee shall be established consisting of representatives from the Employer and an observer from the Union.
