Question 2. On Page 112, Section L 1.1.2.1, please clarify the terms for the acronyms UDP and RTSP. The proposal reads, “Real Time Signal Processor (RTSP) and Up Down Pair (UDP) streaming video from sensors;” should it read as, “Real Time Streaming Protocol (RTSP) and User Datagram Protocol (UDP) streaming video from sensors;”?
Question 2. Is an employee displaced under Section 3 A, electing to exercise seniority placement beyond thirty (30) miles of the current reporting point, required to notify the appropriate crew office of that decision within 48 hours? Answer: Yes. Question #3 : How is an employee covered by this Section 3 handled who fails to exercise seniority placement within 48 hours? Answer: Such employee is assigned to the applicable Extra Board, seniority permitting, pursuant to Section 3 B and subsequently governed by existing rules and/or practices. Question #4: How long a period of time does an employee have to exercise displacement rights outside the boundaries specified Section lA? Ans w er: The exercise of displacement rights in such instances are governed by Section 4. Question #5: What happens if the employee notifies the Carrier that it is the employee’s intent to displace outside of the 30 mile limit, then, after 72 hours, the employee is no longer able to hold that assignment? Answer: A new 48-hour period begins. Question #6: Is it the intent of Section 3 to impose discipline on employees who fail to exercise seniority within 48 hours? Ans w er: No, Section 3 B provides that in these circumstances the employee will be assigned to the applicable Extra Board, seniority permitting. The employee will then be subject to existing rules and practices governing service on such Extra Board. Question #7: Is this article intended to expand upon the displacement rights of an individual so as to create situations not currently provided for in existing agreements and practices? N o . Question #8: If an employee notifies the Carrier of his intent to displace beyond the 30 mile limit, can such employee notify the Carrier subsequent to the expiration of the 48 hour period of his desire to displace within the 30 miles? Ans w er: N o . Question #9: How is the 30 miles limit to be measured - rail or highway? Ans w er: High way. Question # 10: When does the 48-hour time period within which the employee must exercise displacement rights begin? Ans w er: When properly notified under existing rules governing this situation.
Question 2. Is it a lapback when an employee en route Xxxx Xxxxxx to Asheville arrives New Line, is directed to go to Morristown and get a car and return to New Line because he is not going to Morristown? Answer: This is a side trip and it is not covered by this Article. Question #3: An employee operating between Oakdale and Knoxville arrives at Clinton, Tennessee, is directed to go to Lake City and return to Clinton, Tennessee, 20 miles, and go to destination. Answer: Same as Question #2. Question #4: Are Articles 3. J. and 4.E. affected by this Article? Answer:
Question 2. If you said yes to a role for H2 – would there be a role in your country/in the European Union?
3.2.1 Some felt wide distribution would occur.
3.2.2 Some felt the presence of a large OEM with H2 technology would be influential. • Yes - and other places where Honda sells. • Yes - more likely in countries with established committed OEMs. • Toyota/Japan right behind this technology. Green production of H2 gives some countries (eg Iceland) natural advantages
3.2.3 Some saw the use of H2 in Transport as highly regional. • Uneven distribution of H2FC across world. Possibly in Eastern Europe because of the "dirty" grid making electrification less attractive. There will be regional differences in fuel usage and a mixture of energy sources to reduce dependency. • Maybe in Italy - already working with Hythane liquid. • In Germany, the North has more RE - but can pipe H2 possibly.
Question 2. Access and general protection/security policy pocedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet insatllation access requirements to be accomplished by installation Xxxxxxx Xxxxxxx Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204.9, Personal Identify Verification of Contractor Personnel) as directed by XxX, HQDA and/or local policy. In addition to the chnages otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require chnages in contractor security matters or processes.
Question 2. Has the Government considered issuing electronic delivery instructions for proposals in light of the COVID-19 pandemic and increasing telework implementation across the Government and Industry? Electronic delivery would decrease exposure between offeror personnel during the production of proposal materials and reduce potential exposure to Government staff during receipt and handling of the materials. Answer 2: At this time, the requested delivery method has not changed. Changes made to Solicitation N00421-20-R-0002 and responses to questions from industry via Amendment 0004 are outlined below. The proposal due date has not changed. All submissions shall be made in accordance with Block 9 of the Solicitation cover page.
Question 2. How would material be handled in this scope? I do not see where we would “negotiate” a certain percentage xxxx up – or how that would be handled? From the RFP:
Question 2. IGIs and their impact on accuracy
1. Let |Ni| = ki be the number of neighbors of agent αi. Let k1 be the number of neighbors of αi that are in state 1 and let k0 be the number of neighbors in state 0. Let f1 = k1 be the fraction of αis neighbors in state 1. Let π be the number of agents in Π that are in state 1 and then f = π1 . The state that the |Π | majority of agents are in is called the majority state; the opposite is called the minority state. We can now define more precisely the two types of errors: ^ ^
1. f0 ≥ 0.5 but f0 ≤ 0.5; or 2. f0 ≤ 0.5 but f0 ≥ 0.5. ^ Difference in Strength The majority is preserved, but f1 differs significantly from f1 Even if an agent does correctly detect the majority state it still may misjudge the strength of that majority. Referring to the decision rule in Figure 4.8, strength misjudgments can significantly alter the probability of state change (by positioning an agent on the correct side of 50% but incorrectly far along the x-axis). The shape of the curve in Figure 4.8 is determined by β; the higher β is the smaller the effect of this positioning error will be. We leave a complete study of the impact of difference-in-strength errors for future work, and focus here on the more salient mistaken majority errors. We say the sample is a Success when a mistaken majority error does not occur, otherwise it is a Failure. Clearly mistaken majority errors can cause non-convergence. Suppose a mistaken majority error always occurs – then agents switch to the minority state with high probability. This increases the fraction of agents with the minority state, eventually turning that state into the majority one and reversing the process. The result will be oscillation around ρ1 = 0.5. We can use the hypergeometric distribution to calculate the probability of a sample being successful. Let What is the probability of a sample being successful, P (Success)? Without loss of generality suppose state 0 is the majority state. Then P (Success) = P (π0 > π1) where m = π0 + π1 is the size of Π . This can be calculated easily by enumerating the number of different ways of choosing a π0 size subset of k0 times the possible ways of choosing an π1 size subset of k1. This leads to: P (Success) = P (π > π ) = π0 >π1 π0 π1 = Q Σ k0 × k1 0 1 j m k 0 (k + x , x , m, ) (4.12) Figure 4.13 shows the probability of success for k = 999 for θ = [0.1, 1.0] and f0 = (.5, 1.0]. As θ increases P (Success) increases for values of f0 close to 0.5. In numerical sim...
