Resource Unit Measurement Validation. Prior to the completion of the Resource Baseline True-Up, DIR and the Service Provider will review the measurement tools and processes for Resource Unit measurement, as well as resulting data, to ensure that such tools and processes are appropriate, accurate, producing consistent data, and reaching all devices that are to be measured. Service Provider will obtain DIR Acceptance for all measurement tools, methodologies, processes and reports that are used by Service Provider to measure, track and report Resource Unit usage. In coordination with the MSI, Service Provider will document in the Service Management Manual the tools, methodologies and processes used by Service Provider to measure, track and report Resource Unit usage. This documentation will be completed as part of the Resource Baseline True-Up process. DIR will have the right to access and audit these measurement tools and the data produced as may be requested by DIR from time to time. DIR will also have the right to audit the measurement tools and output results as a means to validate the data of Resource Unit usage on a quarterly basis. DIR may also require Service Provider to utilize a Service Provider recommended alternative measurement tool approved by DIR in the Resource Unit measurement process, at no additional cost to DIR, if audit results determine that the existing measurement tools do not consistently perform accurately or otherwise in accordance with the requirements of this Exhibit 4. Any changes to the tools and/or processes proposed by Service Provider require prior Acceptance from DIR, which DIR may withhold in its sole discretion.

Resource Unit Measurement Validation. The Commonwealth will have the right to audit these measurement processes and procedures and the data produced in accordance with Section 18 of the Agreement. The Commonwealth may require Vendor to utilize a designated measurement tool in the Resource Unit measurement process if audit results determine that the existing measurement tools are unacceptable to the Commonwealth in its reasonable estimation. Additionally, the Commonwealth and Vendor will conduct a periodic validation process (in any event, at least once each Contract Year after the initial validation) to ensure that the measurement tools and processes remain accurate and are producing valid data. In the event that Vendor changes either the measurement procedures or the process for collecting Resource Unit data, the documentation of such measurement procedures and processes in the Procedures Manual shall be updated to accurately reflect the current process. In addition to the foregoing, the Commonwealth will have the right to access any measurement tools and the data produced as may be necessary from time to time.
Resource Unit Measurement Validation. Prior to the Service Commencement Date for each Service Area, the County and the Vendor will review the measurement tools, processes and resulting data to ensure such tools and processes are appropriate, accurate, producing consistent data for all RUs being measured for the purposes of calculating Fees (collectively, “Measurement Tools”). The County’s express written approval will be required for all Measurement Tools that are used to measure RU usage. The County will have the right to access these Measurement Tools and the data produced. The County will also have the right to implement and utilize its own Measurement Tools as a means to validate the measurement usage data. The Vendor will be responsible for developing any interfaces to the County measurement tools, and for providing accurate and timely data to the County. The County and the Vendor will conduct an ongoing validation process to ensure that the tools and processes remain accurate and produce valid data, and that any interfaces to County tools operate properly. Any changes to the tools and/or processes require the express written approval of the County. For the purposes hereof, Measurement Tools means tools used to measure equipment, networks and Systems, (e.g., Availability, capacity and usage). After the Service Commencement Date for each Service Area, the County and the Vendor will review the Measurement Tools, processes, interfaces and resulting data from the end of each Contract Year to ensure that such Measurement Tools and processes are appropriate and produce accurate and consistent data. The Resource Measurements will be updated, such that the measurement documentation will accurately reflect the current process upon which the parties have mutually agreed.

  • Usage Measurement Usage measurement for calls shall begin when answer supervision or equivalent Signaling System 7 (SS7) message is received from the terminating office and shall end at the time of call disconnect by the calling or called subscriber, whichever occurs first.

Channelization can be accomplished through the use of a multiplexer or a digital cross-connect system at the discretion of BellSouth. Once UC has been installed, NewPhone may request channel activation on a channelized facility and BellSouth shall connect the requested facilities via COCIs. The COCI must be compatible with the lower capacity facility and ordered with the lower capacity facility. This service is available as defined in NECA 4.
