Rights and Responsibilities of the County. A. Except as expressly limited by other provisions of this Agreement, all of the authority, rights, and responsibilities possessed by the County are retained by it, including but not limited to: the right to determine the mission, purposes, objectives, and policies of the County, to determine the facilities, methods, means, and number of personnel required to conduct the County programs; to administer the Merit System, including the examination, selection, recruitment, hiring, appraisal, training, retention, promotion, assignment, or transfer of employees pursuant to the law; to direct, deploy and utilize the work force (work location being a term or condition of employment - employees may be assigned, as needed, to any of the currently operating County facilities, such assignments being based upon seniority within the affected class of employees at that facility from which the transfer is originating); to establish specifications for each class of positions and to classify or re- classify and to allocate or re-allocate new or existing positions in accordance with law; and to discipline or discharge employees in accordance with law and the provisions of this Agreement.

COUNTY’s DBH Director or designee, at their sole discretion, shall have the 15 right to approve and accept, or reject, each student selected by UNIVERSITY to participate in research 16 projects and grant-writing opportunities. For each student selected and designated by UNIVERSITY, 17 COUNTY shall permit each student opportunities, as available, in research projects and grant-writing 18 pursuant to Paragraph One (1) of this Agreement, at an agreed (between COUNTY and UNIVERSITY) 19 location and number of hours, and shall furnish and permit students and/or instructors access to 20 appropriate COUNTY facilities for such research and grant-writing opportunities, subject to the terms 21 and conditions of this Agreement.
