Roles and responsibilities: Programme Board. Role The Programme Board is the key delivery mechanism for achieving the intended benefits of the programme and will be appointed by the programme’s SRO. Membership of the board is not fixed for the whole lifetime of the programme and will be dictated by the work to be completed. Members of the board are individually and collectively responsible for ensuring the programme delivers within agreed boundaries and assuring all reporting to local and/or national bodies. The Programme Board will agree the approach to be taken for managing resources, risk, quality, communications, planning and reporting. The Programme Board will manage interdependencies between projects and are responsible for resolving any escalated risks and issues. Responsibilities  Authorising all plans and the initiation of each phase of the programme  Authorising actions to be taken in managing risks, issues and the realisation of benefits and escalate to the JCB, where necessary, in line with programme management strategies  Defining the acceptable risk thresholds for the programme and projects that fall within its remit  Validating the realisation of benefits and report these to the JCB  Authorising work stream plans, approve any associated project briefs and where necessary appoint senior project owners to be accountable for delivery  Authorising any actions necessary to resolving issues between projects, especially in terms of interdependencies and resource management  Preparing and completing all reporting to the national team Notes  Within People group this is referred to as a Master Programme Scheme/Sub-programme Lead Role The Theme Lead will be appointed by the SRO in consultation with key stakeholders. They will have an overview of the work being undertaken within their theme and be responsible for ensuring activity is coordinated effectively. They will be the key link between projects and the programme in terms of setting direction. The Donor States shall make funds available in support of eligible programmes proposed by the Beneficiary State and agreed on by the Financial Mechanism Committee within the priority sectors listed in Article 3.1 of Protocol 38c and the programme areas listed in the Annex to Protocol 38c. The Donor States and the Beneficiary State shall cooperate on the preparation of concept notes defining the scope and planned results for each programme.

Application of this Article shall not preclude the use of the grievance procedure as established in this Agreement.

  • Shared Responsibilities 2.2.1 The parties will respect and value the diversity of the workplace by helping to prevent and eliminate unlawful discrimination, harassment and bullying. The parties will observe established procedures and consultative processes to help achieve this objective.
