Runaround. Time lost when an employee is available, but not dispatched in proper order under agreed upon local dispatch rules between the Company and the Union, he shall be paid at the hourly rate from the time he should have been dispatched until actual time of departure on trip and/or tour with a maximum of ten hours at the applicable work time rate in each twenty-four hour period. Job applicants for the position of line-driver hired from sources outside the Company on trial trips and/or instructional trips and employees of the Company that have completed the training program for the position of line-driver as agreed between the Company and the Union and who have been recommended for that position will be paid for the final instructional trips at a rate of five cents cents) per mile less than the single man rates as specified in this Agreement. Such trips to be made with qualified drivers and/or trainers and will not exceed a total of two thousand miles on single man operation. Line-drivers will be paid cents cents) per mile above single man rate as specified in this Agreement on trips when he performs the function of trainer or instructor under this Article.

Runaround. A locomotive engineer who is not called in accordance with Article 25.2 or 25.3 is runaround and will be paid actual time lost for each tour of duty missed and he/she may be placed at the bottom of the list ahead of the Engineer who was called in his/her stead. Where a claim is made under this Article, the senior available individual will be compensated, except where such call was made on a first-in. first-out basis, where the individual affected will be compensated. A locomotive engineer in unassigned service who has come on duty in his/her turn will remain with the train called for and will not be entitled to compensation under this Article if another locomotive engineer who comes on duty later gets out of the terminal first.
Runaround. (a) Except as provided in (b) below, when the place of an engineer in pool freight service is runaround account not being called when it stood to be called under the articles, such place shall retain its relative position and the engineer whose place stood to be called when the runaround occurred shall, if he was available, be allowed one basic day. (b) (Applicable to LEW engineers only) Engineers who are runaround through no fault of their own, or are not used in their turn under the rules, will be paid for time lost with a minimum of not less than one minimum day and will be marked up last out. (c) Employees will be called in the order they are marked up and available for service. In no case is an employee due compensation if not called due to not being rested under the Hours of Service Law. Section 2 When an engineer holding a place on a regularly established extra list is runaround account not being called when he stood to be called under the articles, he shall retain his relative position and be allowed one basic day for such runaround. Section 3 When an emergency engineer is runaround account not being called when he stood to be called under the articles, he shall be allowed one basic day for such runaround. Section 4 An engineer holding a regular place in a freight pool or on an assigned run or yard assignment who is used in other service when not required by schedule articles to be used, or who otherwise fails to go out on his regular place through some omission of the railroad company, thus causing him to miss his regular place, shall be paid not less than the road miles or yard engine hours that he would have made in his regular place less any amount received until restored to his regular place. (a) Employees runaround during their tour of duty through no fault of their own will be marked up at the opposite terminal in the same relative position as they stood at the terminal where their assignment went on duty. It is not the intent of this understanding to require crews to be run in the same order as called. (b) Engineers used in turn service will be marked up according to their off duty time relative to other engineers approaching the terminal.
Runaround. 17.1 A locomotive engineer first out in unassigned service who is first out and is runaround will be paid actual time lost and 17.2 In cases of accident requiring the use of auxiliary, the first engineer available may be called without involving claim for runaround. It is agreed that when yard crews are not on duty and the Company is unable to call an extra yard to perform industrial switching due to a shortage of men, the following shall apply: 1) An on duty road crew who elects to perform the switching shall be paid at yard rates, on a minute basis, for all time so occupied with minimum of 3 hours, in addition to their terminal time. 2) Home terminal road crews shall be used to perform industrial switching at the home terminal, in preference to on-duty road crews assigned to another terminal. 3) A shortage shall not be deemed to exist until all calling procedures have failed to provide a yard crew. Road crews required to move cars not pertaining to their train shall be paid at yard rates, on a minute basis, for all time so occupied with a minimum of 3 hours, in addition to their terminal time. Road crews picking up or setting off their train/cars at the CNR transfer yard in North Bay, shall be paid at yard rates, on a 18.1 Locomotive engineers who are held at other than their home terminal longer than 8 hours without being called for duty, will be paid on the basis of 12 1/2 miles per hour for all time held in excess of 8 hours at the minimum rate in the class of service last performed, except as provided in paragraph 18.2 of this Article. If rest is booked in excess of 6 hours, these excess hours will be added to the 8 hours. Time to be computed from the time pay ceases on the incoming trip. The rerouting of locomotive engineers in order to return them to their home terminals shall not involve the payment of runarounds. Time to be submitted on a separate time return.

Notwithstanding Article any grievance alleging an improper or unfair denial of "runaround" pay must be presented to the Employer in writing within five (5) days of the date on which the driver was allegedly available but not dispatched in proper order. The burden of proof shall be on the employee to show that he was available at his listed telephone number at the time and date in question. For the purpose of this Agreement, the word "trip" will be used when referring to single man operations. A single man trip is considered from point of dispatch to point of rest, layover or book-off. For the purposes of this Agreement, the word "tour" will be used when referring to sleeper-cab operations, and shall mean the period between departure from and return to home terminal.
