Scrutiny. 13.1. Scrutiny arrangements will be in accordance with the statutory provisions referred to in Schedule 4.Operating Agreement between the Parties and the GMCA dated 1st April 2011 which is set out in Schedule 4.
Scrutiny. 23.1 Scrutiny will be the responsibility of each individual Authority. The relevant committee of each Authority charged with audit shall have the right to inspect any documents relating to this Agreement and to require the Head of Paid Service of the Host Authority or the Head of Human Resource Shared Service to answer any questions raised by them.
Scrutiny. 13.1 The Partners will make senior officers available to attend each other’s committees and boards with responsibility for the development of policy and the scrutiny of decisions taken in relation to the Services.
Scrutiny. 10.1 Decisions of the Joint Committee shall be subject to scrutiny and call in by any of the Councils.
10.2 The Councils may from time to time convene a group (“the Scrutiny Co-Ordinating Group”) consisting of the chairs of the relevant overview and scrutiny committee with responsibility for the Growth Deal in order to:
10.2.1 Co-ordinate any planned scrutiny of the work undertaken or to be undertaken by and/or any decisions made or to be made by the Joint Committee
10.2.2 Co-ordinate any call in of a decision made by the Joint Committee
10.2.3 Agree arrangements for inviting councillors from any or all of the Councils to attend a meeting of one Council’s overview and scrutiny committee in order to scrutinise the work and decisions of the Joint Committee
Scrutiny. The member-led Scrutiny Panel within the LCR CA’s structure was established to achieve greater public accountability over decisions made and services delivered within LCR. The Scrutiny Panel will, in particular, intervene if there are concerns about evidence of poor performance and the LCRCA’s response to it. The Scrutiny Panel is responsible for: undertaking scrutiny reviews into areas of strategic importance for the people of the LCR; providing a ‘critical friend’ role in helping to shape policy and strategy development; and monitoring the delivery of the Authority’s strategic plan. In line with the Devolution Act 2016, from May 2017, the Scrutiny Panel will also have the power to: review or scrutinise decisions made, or other action taken, in connection with the discharge of general functions by the Mayor; make reports or recommendations to the Mayor with respect to the discharge of any general functions; make reports or recommendations to the Mayor on matters that affect the Authority’s area or the inhabitants of the area; direct that a decision is not implemented while under its review; and recommend that a decision be reconsidered.
Scrutiny. This Agreement has been submitted to the scrutiny of all parties and their respective legal counsel and shall be given a fair and reasonable interpretation in accordance with the words hereof without consideration or weight being given to its being drafted by or for one of the parties. If in fact one of the parties has not submitted this Agreement to the scrutiny of their legal counsel, such party stipulates that, despite having had the opportunity to do so, they waived the same and elected to proceed without the benefit of such legal review.
Scrutiny. 18.1 Scrutiny remains the responsibility of each individual Authority.
Scrutiny. 23.1 The Partners shall co-operate fully with the Health and Social Care Overview and Scrutiny Committee and shall comply with any reasonable requests for information and reports which are requested by the Committee in fulfilment of their role.
23.2 The Partners acknowledge that the Partnership Arrangements and Services shall be monitored and reviewed by the Health and Wellbeing Board, as well as any properly authorised regulator.
23.3 The Partners will make senior officers available, where reasonably required and subject to reasonable notice having been received, to attend each other’s committees and boards with responsibility for the development of policy and the scrutiny of commissioning decisions taken in relation to the Services.
23.4 The Partners will also supply monitoring information for consideration by such committees and boards, and will also comply with any other reasonable request for information from those committees and boards.
23.5 The Partners shall maintain and comply with their own separate whistleblowing policies in regard to this Agreement.
