The summary of results shall be detailed to provide satisfactory basis for thorough review by the State, The Federal Highway Administration (FHWA), and (where applicable) agencies with regulatory oversight. Social, Economic and Environmental Studies and Public Involvement. (Function Code 120) – As specified in work authorizations to be issued under this contract; the Engineer shall perform the following work and provide the following listed deliverables in accordance with the associated standards. This task shall involve conducting environmental studies and providing corridor program support during the environmental project development process. This task shall include but not be limited to work to prepare and process environmental review and decision documents, conduct technical environmental studies, assemble and maintain the technical support data file/administrative record, and coordinate with federal, state, and local resource agencies, cooperating agencies, and participating agencies, as appropriate, to support the State in advancing projects of all modes through the National Environmental Policy Act (NEPA) and Texas environmental project development process. In addition, this task shall include development of public involvement plans and materials; coordination with citizen committees, working groups, and stakeholders; supporting the State in conducting public outreach activities and responding to agency and public comments; and preparation of study documentation and other corridor development support services specified by the State related to the various transportation systems. The Engineer shall provide for the submission of project plans, schedules, outlines, studies, including early and late drafts, together with fulfilling the requirement that TxDOT comments and other substantive comments generated during the NEPA process be addressed.
