Student Access Guarantee. Pursuant to Section 2.1 of the Multi-Year Agreements, your institution will participate in the Student Access Guarantee, including a new web-site to allow Ontario students to identify costs and sources of financial aid. Please indicate below strategies and programs that your institution will use in 2006-07 to support access for qualified Ontario students who face financial barriers, in accordance with the principles expressed through the Student Access Guarantee. Primary responsibility for funding postsecondary studies rests with students and their families. However, a significant proportion of students registering at Laurentian University – about 40% in 2005-06 – obtain financial support from OSAP. Therefore, Laurentian has historically offered financial aid to a wide segment of its student population. The following describes this policy, reflecting the provincial commitment to accessibility:
Student Access Guarantee. Algoma has agreed to participate in the Student Access Guarantee (including the new Access Window which allows Ontario students to identify costs and sources of financial aid). The detailed requirements for participation in the student access guarantee are outlined in the 2008- 09 Student Access Guarantee Guidelines. As part of your description identify whether aid towards tuition/book shortfalls will be: a) Provided to those students who apply for institutional financial aid; or b) Automatically issued to students based on their OSAP information Algoma automatically issues the student access guarantee for students who have been identified by the Ministry based on the OSAP information. If your answer to the above question was ‘a,’ please identify what specific internet portal(s) or program(s) students at Algoma apply through to be considered for tuition/book assistance provided as part of your participation in the student access guarantee. Identify any applicable deadlines. Identify whether Algoma plans to provide loan assistance in values greater than $1,000 to meet tuition/book shortfalls of students in any of your second entry programs. If so: a) Identify the programs by name and by OSAP cost code; b) Describe how you determine how much loan aid to provide Algoma does not provide loan assistance, but does encourage students to apply for bursary assistance and, if eligible, receives support up to $1,500 toward tuition and books for any program. Describe other financial support programs and strategies that Algoma will use to assist university students facing financial barriers to access, including identification of programs that provide case-by-case flexibility to respond to emergency situations that arise for students. The Exceptional Expense Bursary is our main financial support program that provides case-by- case flexibility to any student in any program based on documented need. We also have a university scholarship and bursary program financed through endowments and fundraising. The University guarantees to fund unmet need as defined by OSAP (Ontario Student Assistance Program) or a student assistance program from another Canadian province. The University aspires to identify students in need and ensure that all eligible students admitted to full-time undergraduate programs have the financial assistance necessary to complete their studies. Students are required to seek financial support from all sources, including family, employment, loans, and government support programs. Unmet need is calculated using OSAP allowable costs minus the student's expected/actual resources. Note: When other provincial jurisdictions include institutional bursaries as a resource, the University is not in a position to provide further bursary assistance to replace/repay loan overpayments. For 2007-08, the Ministry will consult with institutions on how to improve the co-ordination and communication of financial aid from government and institutional sources and, based on these consultations, revisions to this section of your Action Plans may be required in future years. As noted in Section 1.1 of the MYA, the Ministry is committed to working with institutions and HEQCO to develop an approach for tracking results of the Student Access Guarantee, also to be reflected in 2007-08 revisions.

Ryerson has a three-pronged approach to ensuring that students have access to the resources required for their education. These programs are currently funded through tuition set-aside funds and University funds, and are available to students who are Canadian citizens paying domestic tuition fees.

UOIT endeavours to ensure that students in financial need are not denied access to our university. Students who are accepted into UOIT programs are counseled on al- ternative financing options if they are unable to cover their tuition and student fees. These options include OSAP, third party lenders, entrance scholarships and bur- saries, in addition to a personalized debt repayment plan with the university. Students must repay their outstanding tuition and fees to register for the following year of their program. On campus employment including but not limited to work/study is also a significant part of our financial aid strategy because it provides student jobs that are scheduled around academic programs while providing valuable work experience and the trans- ferable skills required for a successful career after graduation. The demand for financial assistance is measured by the number of students who have repayment plans with our university, students receiving OSAP, bursaries and partici- pating in our work study and summer employment program. This year, the Financial Aid department is launching a new service that provides a fi- nancial profile for students who have applied for financial aid. Each student will re- ceive a report listing all the services and financial support they are entitled to during the current academic year. Budgeting seminars are offered throughout the year and an expansion of our online bursary services. The Student Access Guarantee offers a number of challenges to UOIT:
