Supplemental Premium Payments. 1. Employees required, whether by the County of Midland or any public agency, to appear before a court or agency on any matters related to their work for Midland County, shall be paid their wages for time necessarily spent for such court appearances after turning over to the County the witness fees received from the court. 2. Supplemental Premium Payments. ‌ For reasons such as SNAF UPL payments and PAP payments, a separate payment will be made for fixed per member per month amounts as established by HCA. These supplemental payments are not adjusted by the various rating factors, but will include the load for the two percent (2%) premium tax. 5.9.1 Provider Access Payment (PAP) Program 5.9.1.1 HCA will make quarterly payments to the Contractor for enhanced payments to providers. While these payments are made quarterly as an administrative convenience, the payment amount is computed as per member per month amounts multiplied by the specific number of members enrolled with the Contractor in each month of the quarter. 5.9.1.2 PAP payments are applicable only to the AH Family and AHBD programs. 5.9.2 Safety Net Assessment Fund (SNAF) 5.9.2.1 Upon approval by CMS for Medicaid State Plan Amendments (SPAs) TN#13-13 which amends Attachment 4.19-A, and TN#13-14 which amends Attachment 4.19-B of the Medicaid State Plan, HCA will notify the Contractor of the approval and will begin making quarterly payments to the Contractor for increased payment for hospital services provided by Washington hospitals to Medicaid enrollees. Computation of these amounts included covered services provided in psychiatric and rehabilitation hospitals. 5.9.3 HCA will calculate an enhancement to the per member premium based on the estimated funding to be collected and the estimated member month premiums to be paid over the contracted period. HCA will make a quarterly payment based upon the Contractor’s paid premiums. HCA will pay the Contractor the estimated enhancement in addition to the regular monthly premium amount per enrollee. These payments will be made according to the service dates approved in SPAs 13-13 and 13-14. 5.9.4 HCA will routinely monitor and compare the actual SNAF expenditures to the SNAF funding assumed in the calculation of the capitation rates. Assumed SNAF funding will be reconciled to the actual SNAF funding, requiring a modification to estimated SNAF funding levels in the capitation rates to recoup or refund any difference, as applicable. This SNAF reconciliation may, at HCA’s sole discretion, be performed more frequently than once per year. 5.9.5 SNAF payments are applicable only to the AH Family and AHBD programs.

Animal Control personnel who clean the kennels, and feed and water the animals on Saturday and Sunday, shall receive time and one-half at their regular straight time rate for all hours worked, but in no event less than four (4) hours work or pay.
