Assessment of Student Growth. In determining student growth measures, the Board adopts the Ohio Department of Education's Ohio Teacher Evaluation System (OTES), which calculates student growth by assessing achievement for an individual student occurring between two (2) points in time. It is important to note that a student who has been absent for 25 percent (25%) or more of classroom instruction time (excused or unexcused) will not be included in the determination of student academic growth.

Other student growth measures shall be selected from the Ohio Department of Education’s assessment list for “teachers” of subjects where value-added scores are not available and/or local measures of student growth. Data from Board-determined multiple measures will be converted to a score of: (1) Above, (2) Expected or (3) Below student growth levels.
2. In calculating student academic growth for an evaluation, a student shall not be included if the student has sixty or more unexcused absences for the school year from the classroom.
3. The first year of collected data for the evaluation procedure shall be derived from value-added and other student growth measure scores from assessments taken in the school year following the effective date of this agreement. The first evaluation cycle shall be completed by first day of May of the second school year following the effective date of this agreement.
4. Professional Growth and Improvement Plans

B. Where value-added methodologies exist for teachers, the Board will utilize them in the evaluation process, as required by law. Teachers instructing in value-added courses, but not exclusively, will utilize teacher value-added and locally determined measures proportionate to the teacher’s schedule.
C. When an approved Ohio Department of Education vendor assessment is utilized in the measurement of student growth, it will be included in the evaluation process consistent with law.
D. When neither teacher-level value-added data nor Ohio Department of Education-approved assessments are available, the Board shall use locally-determined student growth measures for teachers.
E. The Board may implement a shared attribution measure within each individual school according to procedures established by the Evaluation Committee.
F. Data from approved measures of student growth will be scored in accordance with the Ohio Department of Education/OTES guidance.
