Central Africa. FCA is working in the Democratic Republic of the Congo(DRC) and the Central African Republic (CAR) in Central Africa . ogramme in CAR is relatively new and the context is constantly changing due to on -going conflict. The unstable and violent context is also a challenge in DRC. Nevertheless, FCA aims to develop further a holistic programme during 2015-2017 for both countries and the region. In CAR humanitarian assistance is the ma in operating mode, while in DRC development and humanitarian activities as well as advocacy are included in the programme. It is however planned to start a project falling under R2P theme in CAR within the MFA funding scheme in 2015. The challenges in the DRC and the CAR country programmes in which the FCA Programmes aim to have an influence: Livelihood:  The people in DRC have suffered enormous loss of life and livelihoods due to almost two decades of war and conflict. The implementation of longer term livelihood activities is challenged in many areas by insecurity and regular population moveme nts. Despite considerable mineral resources especially in North Kivu, according to an estimated 71.3% of people live under the poverty line.  Insufficient vocational training facilities and inadequate quality of curricula constitute a big obstacle to professional training and employability of the vulnerable youth .  Limited access to credit for vulnerable groups, especially women and youth, hindering new business creation and income -generating activities.  Recurrent conflicts in Eastern DRC have caused serious humanitarian crisis such as massive displacement, which is accompanied by increased food insecurity.  Even though livelihood n CAR, it is worth noting that because of fighting and displacements thousands of fami lies lost the agricultural season and rely on humanitarian assistance for living, shops have been looted and/or destroyed and the lack pastoralists have been a major target in the conflict . Education:  Lack or insufficient /damaged school infrastructure.  Lack of trained teachers contributes to the poor quality of education given to the children.  Limited number of vocation al training centers being able to accommodate the vulnerable children and youth ; Poor quality of the vocational training curricula .  General funding for e ducation are at its minimum. Central Africa. Xx. Xxxxxx Xxxxxx reported that from the 9 range states the only two Parties to AEWA are Congo (since 1999) and within the past 10 years Equatorial Guinea has been the only new state to join. Priorities are set differently in that part of Africa; conservation efforts are focused on forests and less on waterbirds and wetlands. The most important challenge to this region remains communication, while political instability and the lack of agreement among countries pose additional challenges to addressing the implementation of AEWA. Wetlands International and Birdlife International are not represented in this region. Xx. Xxxxxx concluded by thanking Secretariat for its work.

  • Hospital Central Agreement March The job posting provisions take precedence over any recall rights that employees may have under this Agreement, unless provided herein. Where a full-time employee on layoff is the successful candidate for a vacant part-time position, she or he shall retain recall rights to her or his former position in the full-time bargaining unit for a period of six (6) months from the date of her or his layoff. This shall also apply to a part-time employee on layoff who is the successful candidate for a vacant full-time position. In these circumstances, the job posting provisions will not apply. A nurse may make a written request for transfer by advising the Hospital and filing a Request for Transfer form indicating her or his name, qualifications, experience, present area of assignment, seniority and requested area of assignment. A Request for Transfer shall become active as of the date it is received by the Hospital and shall remain so until December following. Such requests will be considered as applications for posted vacancies and subsequent vacancies created by the filling of a posted vacancy. A list of vacancies filled in the preceding month under Articles (a) and and the names of the successful applicants, will be posted, with a copy provided to the Association. The Association will also be advised of any posted positions that have been rescinded by the Hospital in the preceding month. Unsuccessful applicants will be notified. The local parties will ensure that there is a means of notifying the unsuccessful applicants in a timely manner. At the request of the nurse, the Hospital will discuss with unsuccessful applicants ways in which they can improve their qualifications for future Nurses shall be selected for positions under either (a) or on the basis of their skill, ability, experience and qualifications. Where these factors are relatively equal amongst the nurses considered, seniority shall govern providing the successful applicant, if any, is qualified to the available work within an appropriate familiarization period. Where seniority governs, the most senior applicant, regardless of her or his bargaining unit, will be selected. Where the applicant has been selected in accordance with this Article and it is subsequently determined that she or he cannot satisfactorily perform the job to which she or he was promoted or transferred, the Hospital will attempt, during the first sixty (60) tours (450 hours for nurses whose regular hours of work are other than the standard work day) worked from the date on which the nurse was first assigned to the vacancy, to return the nurse to her or his former job, and the filling of the subsequent vacancies will likewise be reversed. Notwithstanding the level Vacancies which are not expected to exceed sixty (60) calendar days and vacancies caused due to illness, accident, leaves of absence (including pregnancy and parental) may be filled at the discretion of the Hospital. In filling such vacancies consideration shall be given to regular part-time nurses in the bargaining unit on the basis of seniority who are qualified to perform the work in question. If the temporary vacancy is not filled by a regular part-time nurse, consideration will be given to casual part-time nurses in the bargaining unit on the basis of seniority who are qualified to perform the work in question, prior to utilizing non-bargaining unit nurses supplied by an agency or registry. It is understood, however, that where such vacancies occur on short notice, failure to offer part-time nurses such work shall not result in any claim for pay for time not worked while proper arrangements are made to fill the vacancy. Where part-time nurses fill temporary full-time vacancies, such nurses shall be considered regular part- time and shall be covered by the terms of the part-time collective agreement. Upon completion of the temporary vacancy, such nurse shall be reinstated to her or his former position unless the position has been discontinued, in which case the nurse shall be given a comparable job. Where the Local parties agree, full-time nurses may be considered for temporary full-time vacancies on the same basis as regular part-time nurses.

  • Central Notwithstanding the foregoing provisions, in the event the parties to this Agreement agree to negotiate for its renewal through the process of central bargaining, either party to this Agreement may give notice to the other party of its desire to bargain for amendments on local matters proposed for incorporation in the renewal of this Agreement and negotiations on local matters shall take place during the period from to days prior to the termination date of this Agreement. Negotiations on central matters shall take place during the period commencing forty-five days prior to the termination date of this Agreement. It is understood and agreed that "local matters" means, those matters which have been determined by mutual agreement between the central negotiating committees respectively representing each of the parties to this Agreement as being subjects for local bargaining directly between the parties to this Agreement. It is also agreed that local bargaining shall be subject to such procedures that may be determined by mutual agreements between the central negotiating committees referred to above. For such purposes, it is further understood that the central negotiating committees will meet during the sixth month prior to the month of termination of this Agreement to convey the intentions of their principals as to possible participation in central negotiations, if any, and the conditions for such central bargaining."
