Code Review. The Design-Builder shall submit the Permit Set to the Department of Consumer and Regulatory Affairs in order to obtain the necessary building permits for the Project. The Design-Builder shall monitor the permit process and shall incorporate any changes or adjustments required by the Code Official. The Design-Builder shall also issue any such changes to the Department for its review and approval. In this submittal, the Architect shall highlight (or bubble) any aspect of the design that represents a material deviation from the permit set documents and shall address in a narrative format the impact, if any, such departure shall have on the Project’s aesthetics, functionality or performance. Subsequent to obtaining the necessary building permits, the Design-Builder shall prepare one or more sets of “issued for construction documents” (the “IFC Set(s)”).

Code Review. If the Deliverables include software code or applications developed by Contractor for Agency, such code or applications shall follow current industry design and best practices, including, but not limited to those published by the National Institute of Standards & Technology (NIST), the SANS (SysAdmin, Audit, Network, Security (SANS) Institute), and other recognized bodies. If the Deliverables include software or code that will be developed by Contractor and migrated into a production environment, Contractor shall implement the following controls for the purpose of maintaining software integrity and traceability throughout the software or code creation life cycle, including during development, testing, and production: (i) Contractor shall configure at least two software environments including a development/quality assurance (QA) environment and a production environment; (ii) Contractor shall implement a change management procedure to ensure that activities in the development/QA environment remain separate and distinct from the production environment; (iii) Contractor shall segregate duties between development and testing of software changes and migration of changes to the production environment; (iv) Contractor shall implement security controls to restrict individuals who have development or testing responsibilities from migrating changes to the production environment; (v) Contractor shall create a process to log and review all source control activities; (vi) Contractor shall implement a source control tool to ensure that all changes made to the production system are authorized, tested, and approved before migration to the production environment; (vii) Contractor shall not make any development or code changes in a production environment; and (viii) Contractor shall implement additional internal controls as specified in the Agreement. Contractor shall cooperate with Agency’s code review of the relevant software or application Deliverables. Prior to implementation or acceptance of a Deliverable, Contractor shall subject such Deliverable, if it includes software code or script, to independent application review by Agency or its delegated reviewer to validate that all applicable enterprise IT standards and security policies have been met, as well as other specifications as identified in this Agreement. Code Review. The A/E shall submit the permit set of documents to the Department of Consumer and Regulatory Affairs (“DCRA”) in order to obtain the necessary building permits to construct the Project. The A/E shall monitor the permit process and shall incorporate any changes or adjustments required by the Code Official. The A/E shall also issue any such changes to the Department for its review and approval. In this submittal, the A/E shall highlight (or bubble) any aspect of the design that represents a material deviation from the permit set documents and shall address in a narrative format the impact, if any, such departure shall have on the Project’s aesthetics, functionality or performance.
Code Review. The Consultant shall document potential code compliance issues (building code, fire code, seismic, electrical, power, etc.) that may be observed while performing condition assessments, however a code compliance assessment will not be performed.

The cost of any application review, whether by the Commission or its delegated reviewer, will be the responsibility of the Commission.

The review shall be performed by individuals other than Harmony or EOHHS’s staff who developed the Deliverables. For purposes of this requirement, “independent” may include other staff of the EOHHS provided no direct reporting relationships exist between the development and review organizations. For the avoidance of doubt, this Section does not apply to general global patches, upgrades, or new releases relating to Harmony’s software as a service or commercially available software.

Code Review. The purpose of this task is to review the City’s zoning code and identify current development standards and potential changes to lower housing development barriers. Consultant will begin with examination of the issues identified above about manufactured and prefabricated housing, an exclusive multiunit zone, and the City’s Master Plan Requirements. Consultant will discuss zoning barriers in the stakeholder interviews, to identify other issues to examine. This task will evaluate potential local funding sources and financial incentives (e.g., property tax abatements) that could financially support affordable or moderately priced market-rate housing development. This may include evaluating potential changes to the way the City uses urban renewal funding to support moderately- priced market-rate development, evaluation of whether a tax abatement such as the Multiple Unit Property Tax Exemption (MUPTE) could be helpful in supporting moderately-priced market-rate housing production. The analysis will include evaluation of potential sources of funding to support rehabilitation of existing housing, considering opportunities to build on existing rehabilitation programs. It will also include a summary of new state funding opportunities and how the City can best leverage or support affordable housing developers in accessing the available resources.
Code Review. All code submitted by Vendor will be subject to Meta Tech code review as appropriate and in accordance with Meta Tech policies.
