Develop Transportation Impact Thresholds for SBCAG Sample Clauses

Develop Transportation Impact Thresholds for SBCAG. CONTRACTOR will assist SBCAG in the development of transportation impact thresholds for vehicle miles traveled (VMT) to comply with Senate Xxxx (SB) 743. VMT development will utilize the applicable data from the County of Santa Xxxxxxx SB 743 implementation effort that they have been leading for the past year. As part of the County’s effort, VMT trends were examined in the unincorporated areas of the County as well as in the adjacent cities. The VMT trends were reported in terms of total VMT and for the efficiency metrics of VMT per service population, home-based VMT per resident, and home-based work VMT per employee. The relevant data from the County’s SB 743 implementation effort can be reformulated for the SBCAG region. In addition, VMT trends with the proposed RTP-SCS will be discussed with the project team to consider how the VMT trends relate to potential threshold options. CONTRACTOR will provide guidance on transportation threshold options for consideration by SBCAG based on the requirements of SB 743 and CEQA guidance. Threshold options may include the VMT per capita reduction recommended in the Office of Planning & Research (OPR) Technical Advisory, the research provided by the California Air Resources Board in their 2017 scoping plan that identifies VMT reductions needed to achieve State Climate Goals, or recent guidance from Caltrans on examining the total change in VMT for transportation infrastructure projects. Following the selection of the preferred threshold for SBCAG, the SBCAG staff will then present the final threshold recommendation to the Joint Technical Advisory Committee (JTAC), the advisory committee for the RTP-SCS, and to the SBCAG Board. The VMT thresholds are anticipated to be approved by the SBCAG Board by December 2020. CONTRACTOR will organize a kickoff meeting with SBCAG staff the first week following authorization to proceed. This meeting will serve as a forum to review and finalize study objectives, fine tune the overall project schedule, discuss VMT thresholds, and establish an operational protocol. CONTRACTOR will use this opportunity to collect any relevant studies and information not already transmitted. In addition, the kickoff meeting will be used to review the scoping and public outreach process that will be used for this project. At or subsequent to the kickoff meeting, CONTRACTOR anticipates that SBCAG will provide key documents and data that will be needed to prepare the EIR, including the draft 2021 RTP, descri...
