JOINT HEALTH INSURANCE COMMITTEE. A Joint Health Insurance Committee will be established for the purpose of reviewing all aspects of current and future health insurance programs and to recommend changes as appropriate. The committee shall consider all options which are in the best interests of plan participants, taking into account, without limitation, benefit design and coverage options, cost savings and containment options, managed care, preventative care and wellness programs. The committee will consist of the Business Manager and the Human Resources Director, who represent the board of education and administration, two (2) members of the HFEO Negotiation Committee (or its designees), and one (1) member from each of the non-certificated groups. Upon mutual agreement of the insurance committee, the committee can be expanded as necessary. The work of the Joint Health Insurance Committee is to be collaborative in order to promote a wide range of views and opinions on the subjects discussed. The committee will meet at minimum annually.

JOINT HEALTH INSURANCE COMMITTEE. The Joint Health Insurance Committee exists for the purpose of reviewing all aspects of current and future health insurance programs and recommending changes as appropriate. The committee shall consider all options which are in the best interests of plan participants, taking into account, without limitation, benefit design and coverage options, cost savings and containment options, managed care, preventative care, and wellness programs. The committee will be comprised of three (3) Teachers’ Council representatives and four (4) Administrative representatives, and at least one (1) representative from each of the other bargaining units. An administrative representative will chair the committee. The work of the Joint Health Insurance Committee shall be collaborative in order to facilitate a wide range of views and opinions on the subject of health insurance. All members of the committee may submit items for meeting agendas. The committee will meet at least twice each school year, and any member of the committee may request additional meetings as needed. All members of the committee shall have access to master policies, documents describing benefit coverage and claims procedures and experience, and all other information generated by the plan administrator and made available to the Board, Superintendent, Human Resources Department and/or Business Office. However, the confidentiality of individual plan participants shall be protected as required by the Americans with Disabilities Act and HIPAA privacy regulations. The Joint Health Insurance Committee may utilize the services of brokers and consultants. These brokers and consultants may attend meetings and provide recommendations concerning plan design, interpret data generated from reports and bidding carriers, and provide projections of future plan experience. The recommendations of the Joint Health Insurance Committee shall be made by majority vote and require the support of at least one (1) member of Teachers’ Council and at least one (1) member of the Administration. Such recommendations shall be provided, in writing, to the Board and to Teachers’ Council. The Board shall act and communicate its disposition regarding any committee recommendation within 60 days of receiving the recommendation. Committee recommendations shall be made in time for implementation with each new plan year.
JOINT HEALTH INSURANCE COMMITTEE. A select committee of four (4) Union appointees, four (4) administration appointees shall be established. One district appointee shall serve as Chairperson of the committee. The function of the committee shall be to review all matters pertaining to health insurance coverage and make all recommendations to the union and the board for all changes to coverage, costs, premiums, vendors, RFP’s, consultants, etc. Members of the committee shall be provided with release time and travel expense, if applicable, to participate in the work of the committee. The committee shall meet monthly unless circumstances dictate otherwise.

Should the total insurance premium increase by 10% from one year to the next, the joint committee shall convene to review the plan structure and develop cost saving measures to present to the membership/board for acceptance. The Board shall provide committee members with materials necessary to fulfill their duties on the Committee.

  • Group Health Insurance The Employer shall provide a comprehensive health care insurance program for all permanent full-time and part-time employees. Health Plan characteristics and benefits shall be as provided in the Employer’s Agreement with the Ohio Civil Service Employees Association (hereinafter OCSEA). Regardless of the plan, employees will pay fifteen percent (15%) of the premium and the Employer will pay eighty-five percent (85%) of the premium; however for any alternative plans offered pursuant to the Agreement with OCSEA, the employees’ premium share will be determined by the Director of DAS, but will not exceed fifteen percent (15%) of the premium. The Employer’s premium share shall be paid on behalf of eligible employees as provided in the Employer’s Agreement with OCSEA. Employees who include a spouse as a dependent for healthcare coverage shall pay a surcharge as provided in the Employer’s Agreement with OCSEA. Eligibility provisions for employees enrolling in State provided health care plans shall remain the same as those in effect in the Employer’s Agreement with OCSEA. The Employer reserves the right to perform dependent eligibility audits upon recommendation of the Joint Health Care Committee. Health care costs paid on behalf of ineligible dependents will be subject to recovery. Deductibles, co-payments, and other plan design provisions for all benefit programs shall be the same as those prescribed in the Employer’s Agreement with OCSEA. Every year the Employer shall conduct an open enrollment period, at which time employees shall be able to enroll in a health plan, continue enrollment in their current plan, switch to another plan, subject to plan availability in their area, or waive coverage. The timing of the open enrollment period shall be established by the Director of the Department of Administrative Services (DAS), in consultation with the Joint Health Care Committee. Changes outside of open enrollment may only occur as prescribed in the Employer’s Agreement with OCSEA. Open Enrollment Fairs shall be held in accordance with Employer’s Agreement with OCSEA. There shall be established a Joint Health Care Committee composed of representatives of management, and of the various labor Unions representing State employees. The Committee shall meet regularly to monitor the operation of the State’s health care plans, and to make recommendations for the improvement of the plans and cost containment procedures. The Employer shall provide funding for dental, vision and the life benefits as described in Article 21 of the Employer’s Agreement with OCSEA and the Union’s Benefits Trust. Employee health insurance payments will be deducted from every paycheck. In the event an employee is receiving disability leave or Workers’ Compensation benefits, the Employer- policyholder shall continue, at no cost to the employee, the coverage of group health insurance for such employee for the period of such leave, but not beyond twelve (12) months.   • Joint Health and Safety Committee (a) The Employer and the Union agree that they mutually desire to maintain standards of occupational health and safety in the organization, in order to prevent accidents, injury and illness. The parties agree to promote health and safety throughout the organization. The employer shall provide orientation and training in health and safety to new and current employees on an ongoing basis, and employees shall attend required health and safety training sessions. (b) Recognizing its responsibilities under the applicable legislation, the Employer agrees to accept as a member of its Joint Health and Safety Committee, at least one representative from the bargaining unit. The number of committee members will be no less than that determined by legislation and the bargaining unit will be entitled to the same membership as any other employee group on the committees. The Union shall notify the employer of their representatives. (c) Such Committee shall identify potential dangers and hazards, institute means of improving health and safety programs, and recommend actions to be taken to improve conditions related to occupational health and safety. (d) The Employer agrees to cooperate reasonably in providing necessary information to enable the Committee to fulfill its functions. The Committee shall respect the confidentiality of the information. (e) The Union agrees to endeavour to obtain the full cooperation of its membership in the observation of all safety rules and practices. (f) Meetings shall be held every third month or more frequently at the call of either co-chair, if required. The Committee shall keep Minutes of all meetings and make the Minutes available for review. (g) All time spent by a member of the Joint Health and Safety Committee attending meetings of the Committee and carrying out the members duties, shall be deemed to be time worked for which the member shall be paid by the Employer at the member's applicable rate of pay, and the member shall be entitled to such time from the member's work as necessary for those duties. (h) The employer shall take every precaution reasonable in the circumstances for the protection of a worker. [Occupational Health and Safety Act, s. 25

  • Health and Safety Committee 29.01 The Employer and the Union agree that they mutually agree to maintain standards of safety and health in the facility in order to prevent injury and illness. 29.02 A Joint Health and Safety Committee shall be continued with at least fifty percent (50%) of its membership representative of the bargaining unit. 29.03 The Committee will assist wherever possible in the promotion of safe work practices, identify and communicate to employees and the Employer potential hazards and recommend methods of improving accident prevention programs. 29.04 The Committee shall endeavour to meet at least bi-monthly and more frequently as the need arises. Scheduled time spent in such meetings is to be considered time worked. Minutes shall be taken of all meetings and copies shall be provided to the Employer and Committee members 29.05 One (1) or more Committee-appointed representative(s), on a rotating basis, shall make monthly inspections of the workplace and equipment and shall report to the Joint Health and Safety Committee the results of the inspection. 29.06 In the event of serious injury, a Committee-appointed representative shall be notified as soon as possible and shall investigate and report to the Committee and the Employer on the nature and causes of a serious accident, or such potentiality, and recommend corrective action. 29.07 Committee representatives must be notified of an inspection by a Ministry of Labour inspector and shall have the right to accompany her on her inspection. Scheduled time spent in all such activities shall be considered time worked. 29.08 The Joint Health and Safety Committee members shall have access to the annual summary of data from the WSIB relating to number of work accident fatalities, the number of lost time accidents, the number of lost workdays, the number of accidents that required medical aid without lost time, the incidence of occupational injuries and such other data as the Workers’ Compensation Board may decide to disclose. 29.09 The Union agrees to endeavour to obtain the full cooperation of its membership in the observation of all accident prevention policies and procedures. 29.10 Prior to implementing new accident prevention policies and procedures, they will be discussed at the Committee level.

  • Safety Committee Where a Health and Safety Committee is established on a job in accordance with section 72 of the OHS Act, it shall include the Employer’s Site Safety Supervisor and the Health and Safety Representative/s.
