Plan DesignThe flexible benefits plan is a cafeteria-style benefits program wherein the County makes a contribution toward the Flexible Benefits Plan for each eligible employee to be allocated during the employee's active employment. The County contribution is distributed by the employee among the menu of benefit options listed below, the specific details and administration of which are set forth in the plan brochures: • Health insurance • County basic life and AD&D insuranceDental insuranceVision insuranceSupplemental life insuranceSupplemental accidental death and dismemberment insurance (AD&D) • Flexible spending accounts for pre-tax reimbursement of qualified medical and/or dependent day care expenses. Account credits must be used during the plan year in which they are earned for expenses incurred during the same plan year. • The plan may be modified upon written notice by the County. This plan includes for eligible employees pre-tax contributions for all monies paid toward health, dental, vision and/or voluntary AD&D plans.
Plan Design. The Board agrees to provide medical plan design coverage essentially equal to the coverage currently in effect for the Union, with the exception of Article 8.E. below, and as follows, effective January 1, 2020: a. Maximum out-of-pocket (deductible, plus coinsurance, plus medical and prescription co-pays): $6,850/$13,700, network; unlimited, non-network b. Outpatient Services a. Non-Emergency use of an Emergency Room and Emergency Room Physician: $100 copay, then 100%, network; $100 copay, then 100%, non-network c. Telemedicine benefit d. SaveonSP Program: Members whose specialty medication is eligible for this Program shall enroll and participate; once properly enrolled, the member’s responsibility shall be $0 in copay. (If the SaveonSP Program is no longer available for a specialty medication, Article 8.E. copays shall apply.)

Plan DesignThe parties agree that either party may request to discuss plan design changes during the term of the Agreement in an effort to reduce health care premiums. The parties agree that in the event a committee is formed to discuss plan design changes during the term of this Agreement the bargaining unit shall have a representative on such committee.

Plan Design. Details of the plans are contained in brochures provided by the Employer and include: • Medical Services Plan of British Columbia; • Extended Health Benefit Plans; • Group Life Insurance; • Accidental Death and Dismemberment Plan (AD&D); • Critical Illness Insurance; • Short-Term Disability (STD); • Long-Term Disability (LTD); • Employee and Family Assistance Plan (EFAP); • Dental Plan: 75% Part A (Basic Preventative); 75% Part B (Major Restorative); 50% Part C (Orthodontics).
