MERIT PROMOTION PLAN. Section 15-1. Merit placement and promotion procedures will be governed by Fort Xxx Houston Regulation 690-4, Merit Placement and Promotion, and other applicable laws and regulations, and the following. a. Merit promotion vacancy announcements will include, among other things, the title, series, and grade of the position, organization and duty station, and where applicable, whether the position is temporary. b. Vacancy announcements will be open for not less than ten (10) days and be posted on designated official bulletin boards in buildings and electronically where bargaining unit employees work. Management will publish a list of designated official bulletin boards. Normally, Management and supervisory officials will receive copies of all merit promotion announcements and these should be posted or brought to the personal attention of employees. Temporary employees may also call the 24-hour recorded telephone line to obtain information about open external announcements. c. The closing date of the announcement is the date applications must be postmarked to the Civilian Personnel Operations Center (CPOC) to be considered timely. There will be a five (5) day grace period in CPOC for receipt of applications before a referral list is finalized for the selection process. d. On the Supplemental Qualification Statement (SQS) form, Part III, Supervisory Input, it is not required that supervisors complete the form when employees apply for jobs. However, if an employee wishes the supervisor to complete Part III, that portion of the form may be used. e. The Union President will be placed on distribution for receipt of vacancy announcements. f. Management may announce a bargaining unit position vacancy in whatever area they need to obtain a sufficient number of best qualified candidates. However, except for mandatory referrals and placements as required by statutes, government wide regulations or this agreement, best qualified bargaining unit employees will be referred for unit positions prior to referral and consideration of non-unit best qualified candidates.

MERIT PROMOTION PLAN. Upon request, the Employer will give the Union a copy of the Merit Promotion Plan. In addition, the Employer will ensure that this process is consistent with and follows the guidelines outlined in XXXX Xxxxxxx 00-0, Xxxxxxx Xxxxxxxxxx on Employee Selection Procedures.
MERIT PROMOTION PLAN. The Merit Promotion Plan provides a uniform and equitable means of referral and selection for promotion opportunities according to merit principles. A sound merit promotion program is essential to the staffing of an effective and highly motivated civilian work force. The Employer will assign work related to an employee’s position and qualifications. The Employer further agrees not to make work assignments based on non-merit factors, i.e., favoritism, nepotism, personal friendship, political considerations, etc. However, should a problem arise with a work assignment affecting employees of the unit, the Union may bring the matter to the attention of appropriate officials of the Employer. The Employer agrees to discuss appropriate arrangements and consider the recommendation of the Union.
