Vacancy Announcements. A. Vacancies may be filled by any appropriate method including, but not limited to, special placement programs, new appointment, reassignment, transfer, reinstatement, and promotion. The Employer shall not use short details for the sole purpose of denying an employee the opportunity to be promoted temporarily. B. Vacancy announcements shall be posted to the USAJOBS website when filling vacancies through the competitive procedures described in this Article. The Human Resources Office may notify employees through electronic mail (e-mail) about announced vacancies. C. Vacancy announcements shall be open a minimum of seven (7) business days, not including weekends and Federal Holidays. Additionally, vacancy announcements are not to open or close on a weekend or Federal Holiday. D. Vacancy announcements shall include the information required by the USDA Departmental Regulations then in effect. E. Employees wishing to be considered for posted vacancies must submit an application and any supplemental documents as specified in the vacancy announcement. Failure on the part of an applicant to submit the required material shall result in the applicant not being considered for the position. Additional materials not specified in the vacancy announcement, e.g., position descriptions, publications, award certificates, shall not be considered in the ranking process. The Human Resources Office may permit exceptions to this requirement for reasons such as extended power outages and severe weather. F. Employees for whom applying online poses a hardship may apply via alternative methods in accordance with the instructions referenced in the specific vacancy announcement. An applicant’s failure to submit required documentation will disqualify him/her from consideration. G. Applications shall normally be accepted from candidates under special hiring authorities such as, but not limited to, Veterans Recruitment Act (VRA) appointments, 30% Disabled Veteran, Persons with Disabilities. Qualified candidates shall be referred on the appropriate certificate as non-competitive referrals. H. Employees within the area of consideration who are absent from their positions for legitimate reasons (such as detail, authorized leave, temporary duty, training, Intergovernmental Personnel Act (IPA) assignments, transfer to a public international organization, or military service) are eligible to receive consideration (for promotion) under the provisions of this Plan. Vacancy Announcements. (a) Announcement of employment opportunities must receive appropriate distribution to enable and encourage qualified candidates to apply. Announcements should be open for at least 2 weeks. In unusual circumstances, the Chief Administrative Officer or designee may shorten the 2-week announcement period. Announcements must contain specific information about examinations, minimum qualifications, duties and other relevant job factors. Length of County service (seniority) shall be considered when qualified candidates are otherwise deemed reasonably equal. (b) The Chief Administrative Officer or designee may establish a reasonable deadline for receipt of application for announced vacancies and provide for open continuous examinations for entry level positions. Applications may be accepted at any time for future consideration when vacancies occur, but must not be considered for a vacancy if submitted after an announced deadline.

Personal interviews will be conducted by appropriate supervisors before filling all advertised vacancies. 6.1.4 Applicants for a vacancy who provide an email address on the application shall be notified by email if they are not interviewed and for those interviewed when the final selection is made. 6.1.5 In the event that one or more applicants are equally qualified for a vacancy, the applicant with the greatest seniority shall be given preference. 6.1.6 The District will announce all summer school vacancies and special summer programs by April 15th; this may involve a summer school application. In such cases, personal interviews may not be necessary. Preference is provided to the employee already working at the site. If that employee is unable or unwilling to take the position, it will be opened to other employees who meet the qualifications. Sign-up sheets may be used at certain school sites/departments which requires specific certifications. 6.1.7 The District will not offer any summer school or other special summer program openings to non-bargaining unit applicants until it is ascertained that no bargaining unit employees either meets the qualifications for the vacancy in question or applies for the open position in a timely fashion as specified in the posting.

Vacancy Announcements. 7.1 All vacancies and training within the bargaining unit, which require competitive procedures in accordance with this Article, will be announced and posted on USMEPCOM bulletin boards and electronically on the USMEPCOM's website in addition to USAJOBS. 7.2 Vacancy announcements will include: 7.2.1 Statement of nondiscrimination; 7.2.2 Announcement number and posting and closing dates; 7.2.3 Position title(s), series and grade(s); 7.2.4 Number of anticipated vacancies to be filled; 7.2.5 Area of Consideration; 7.2.6 Test to be used, if any; 7.2.7 Description of promotion potential, if any; 7.2.8 All selective placement factors; 7.2.9 Each factor/question used to determine the basic eligibility and/or best- qualified candidates will be included on each announcement; 7.2.10 Geographic and organizational location; 7.2.11 Whether or not relocation expenses will be paid; 7.2.12 Summary of the duties of the position; 7.2.13 Summary of eligibility and qualification requirements; 7.2.14 Permanent or temporary nature, and, if temporary, the duration and if the promotion may be made permanent; 7.2.15 Telephone number and email of the point of contact for information relating to the announcement; 7.2.16 Special working conditions, such as tour of duty, travel requirements, expected overtime, etc; 7.2.17 A statement that the position is in the AFGE bargaining unit; 7.2.18 The different levels at which the position may be filled if it is a multiple-level announcement; 7.2.19 Additional specific information relevant to the evaluation of the candidates, e.g., writing samples, portfolios; 7.2.20 A statement as to whether the position is subject to drug testing; 7.2.21 A statement as to whether the position is considered “essential” for purposes of reporting to work when the facility might otherwise be closed; and 7.2.22 A statement if the position is sensitive and if the appointment is subject to reappointment investigation. 7.3 Vacancy announcements will be open for a minimum of ten (10) work days. 7.4 Open and continuous announcements and announcements for standing registers may be used. 7.5 If a vacancy announcement has been posted and any material information is later found to be in error or subsequently changed, i.e., area of consideration, duty station, grade change, career ladder of the position, or if there is a change in the factors by which the candidates will be evaluated, the position should be advertised under a new announcement. Vacancy Announcements. Vacancy Announcements for J-2 and above positions shall be posted on the ASD website and on all bargaining unit bulletin boards for five (5) working days before the position is closed. The District shall also make available copies of all Vacancy Announcements to the Union. Employees seeking transfer or promotion must submit the necessary application prior to the closing date of the Position Vacancy Announcement.
