PPG13 also indicates that it is appropriate to seek contributions to secure transport improvements to mitigate the impact of development and improve accessibility by all modes, in particular public transport, walking and cycling.
National Policy. 2.2.1 There are several national planning and transport policies and priorities that are reflected in the proposed scheme. These are detailed below. 2.2.2 The NPPF was published in March 2012 and sets out the Government’s planning policies for England and how these are expected to be applied. At the heart of the framework is the presumption in favour of sustainable development which is seen as: “the golden thread running through both plan making and decision taking”3. 2.2.3 With particular reference to transport, paragraph 32 of the NPPF advises that: “All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether:  The opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure;  Safe and suitable access to the site can be achieved for all people; and  Improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.” 3 DCLG, March 2012, National Planning Policy Framework, paragraph 14 2.2.4 The guidance further states in paragraph 35 that:  accommodate the efficient delivery of goods and supplies;  give priority to pedestrian and cycle movements, and have access to high quality public transport facilities;  create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones;  incorporate facilities for charging plug-in and other ultra-low emission vehicles; and  consider the needs of people with disabilities by all modes of transport.” 2.2.5 Paragraph 41 suggests that local planning authorities should identify and protect sites and highways which are critical in developing the transport infrastructure to widen transport choice. 2.2.6 In line with the above, it is considered that the construction of the proposed crossing aligns with the guidance provided in the NPPF. The proposed crossing does not generate any of its own traffic in its own right; it provides an alternative route for travel for local traffic in Lowestoft and incorporates new infrastructure for sustainable travel modes. 2.2.7 The National Infrastructure Plan (...
