It is also proposed to implement the project by employing consultants to undertake the preliminary design, detailed design, tender and supervision of construction phase of the project.

The COM Director-General in charge of Human Resources and the AUC Director of Administration and Human Resources Development will: adopt working arrangements related to staff exchanges; regularly agree upon the list of topics for increased cooperation; agree on action plans and monitor the implementation of administrative cooperation actions. The Directorate-General for International Cooperation and Development of the COM and the EU Delegation to the African Union should be closely associated in the implementation of the programme.
