Human Resources Development. Development of human resources through staff training, with a particular emphasis on maternal and child health, reproductive health, obstetric care, and communicable disease control, carrying out participatory training needs assessments, and improving the quality of training programs in schools of nursing, midwifery and health technology.
Human Resources Development. Section 1. The purpose of training and career development is to enable employees to increase the knowledge, proficiency, ability, skill and qualification in the performance of their official duties. It is understood that the choice of subject matter, areas for training, selection, and assignment of training is a function of management and the program will be administered in accordance with applicable laws, regulations and agency policies.
Section 2. Self-development requires the dedication of an individual's personal time and resources. The Parties jointly recognize that responsibility and encourage employees to make such personal commitments. The Agency will not bear the cost of any self- development training that has not been approved in advance as required by EPA policy.
Section 3. The Parties encourage employees to review their FedTalent record (or its successor) to assure that training is recorded and up to date.
Section 4. When the Agency, at a local level, uses a committee process to formulate and recommend training policies and practices affecting employees in the unit, the Union will be given the opportunity to have at least one (1) representative at the local level to participate as a committee member.
Section 5. When the employee so requests, the reason(s) for disapproval of a training request submitted in writing will be given to the employee in writing.
Section 6. Employees may use workplace flexibilities offered under the Work Schedules Article of this CBA for educational purposes with appropriate approval.
Section 7. If the Agency reaches an agreement with another union to pay professional organization, certification, or license fees for a group of its bargaining unit employees, then the Agency agrees to reopen this section to consider extending similar benefits to a comparable group of the Union’s bargaining unit employees without such reopener counting against any cap on either Party’s reopened articles under the Duration Article of this CBA.
Human Resources Development. The Parties agree that human resources development constitutes an integral part of both economic and social development. They will undertake to determine how to improve the situation of education and vocational train- ing. To this end, access of women to education, including technical courses, higher education and vocational trai- ning, will receive special attention. In order to develop the level of expertise of senior staff in the public and private sectors, the Parties will step up their cooperation on education and vocational training and encourage cooperation between universities and firms.
Human Resources Development. The Parties shall cooperate in holding of workshops or seminars on subjects of common interest in the transport sector. Subjects may cover, but shall not be limited to, the following areas:
a) Port management;
b) Maritime transport security;
c) Techniques on navigation channel regulation;
d) Maritime and inland waterways safety administration;
e) Management on ship’s ballast water;
f) Personnel training on planning, designing, construction, maintenance and management of roads, bridges and tunnels or underpasses;
g) Personnel training on planning, designing, construction, maintenance and management of railways; and
h) Personnel training on planning, construction, and management of civil airports; safety management for air service; aircraft maintenance, repairing and overhaul; air traffic control; airworthiness; special techniques on incident and accident investigation; certification of aircraft operation; apron movement control, firefighting and aviation security; and training in the licensing and certification for pilots, and training in international civil aviation laws.
Human Resources Development. 19.01 All Employees appointed for or employed continuously for greater than twelve (12) months shall have access to the Human Resources Development Fund.
19.02 The purpose is to allow Employees to take training (including courses, workshops and/or seminars, but excluding University credit courses under Article 18) that will promote the updating or upgrading of their current job-related technical skills; or that will directly assist them in obtaining another position in the future at the University.
19.03 As per the intent stated in clause 19.02, the Employee and his/her Trustholder shall discuss the relevance of any training being considered and the Trustholder shall approve the application prior to submission to Human Resource Services who shall administer the funding request. Approval shall not be unreasonably denied.
(a) A full-time Employee shall be entitled to a maximum reimbursement of five hundred dollars ($500) per fiscal year.
(b) A part-time Employee shall be entitled to a maximum reimbursement of two hundred and fifty dollars ($250) per fiscal year.
(c) Reimbursement shall be for registration and course fees and, where applicable, reasonable out-of- town expenses for travel, meals and accommodation; however, it shall not cover membership fees.
(d) The Employee shall provide proof of registration.
(e) The University shall normally pay course fees on behalf of the Employee directly to the institution concerned.
(f) Subject to mutual agreement between the parties, individual limits for approved training shall be waived for Employees on layoff status or about to be laid off.
19.05 There shall be no carry-over of any unused portion of the annual maximum entitlement to a subsequent fiscal year.
19.06 No Employee shall have access to the Fund once s/he has left the employ of the University, subject to clauses 19.09 and 19.10.
19.07 Where training under this article takes place during the Employee's work hours, his/her Trustholder may grant him/her the necessary time off with pay, provided the training is of mutual benefit to the Employee and the Trustholder.
19.08 Where approved training has commenced prior to the effective date of the Employee's resignation or dismissal, the Employee shall not be required to repay to the University any portion of the approved reimbursement.
19.09 Where approved training is to commence on or after the effective date of the Employee's resignation or dismissal, the Employee shall either cancel the training or fully repay...
Human Resources Development. Human Resources Development tasks to be undertaken include conducting an overall assessment of existing conditions of institutional setup and human resources management of each department; preparing and helping SAWACO to implement a Human Resource Management Plan, assisting with procurement and introduction of new HR software and preparation of general training plans and implementation details.
