Purpose of Procedure. The purpose of this procedure is to establish a promotion system for personnel of the Antrim County Sheriff’s Department as directed and approved by the Sheriff. The Sheriff shall determine the duties of all positions subject to this procedure. The Employer, in its sole discretion, shall determine whether a vacancy does or does not exist. The promotion procedure shall be to a position above the rank of deputy or dispatch within their respective division. This procedure shall not apply to job advancements or transfers between divisions.

The County and Sheriff shall determine the duties of all positions subject to this procedure and, in their sole discretion, whether a vacancy does or does not exist.

The Board recognizes that in the interest of effective personnel management, a procedure is necessary whereby its Unit Members can be assured of a prompt, impartial and fair hearing on their grievances. Such procedures shall be available to all Unit Members and no reprisal shall be taken against any Unit Member initiating or participating in the grievance procedure.

To this end, the Employer and the Union agree that the procedure set forth herein shall serve as the means for the peaceful settlement of all disputes that may arise between them concerning the interpretation of application of this Agreement, without any interruption or disturbances of any sort whatsoever in the normal operations of the Employer.

Proceedings shall be kept as informal and confidential as may be appropriate. Full and free communication between the principal or the supervisor and the teacher is not to be inhibited by the injection of any third party or Association representative unless formal grievance procedures are contemplated or formal disciplinary action by the principal or supervisor is anticipated.

Coordinate transmission outages with Generator/ DARD outages to plan for reliable operations and minimize congestion Establish a Long-Term and Short-Term Outage scheduling process that does not jeopardize the reliability of the transmission system and continues to minimize congestion Provide guidelines for responding to unplanned outages

An xxxxxxx effort shall be made to settle the grievances promptly in accordance with the following procedures, and these procedures shall not bar discussion of disagreements between the Sheriff and employees of the bargaining unit prior to these procedures.
