The Government Digital Strategy sets out how government will redesign its digital services to make them so straightforward and convenient that all those who can use them prefer to do so. The Strategy published in December 2012, involves examining the whole business process involved in a transaction to make it consistent, high-quality and “Digital by Default”. New or redesigned digital services will be required to meet the Digital by Default Service Standard from April 2014. Current artifacts We have a range of current artifacts and as part of this Request for Proposal include:  Sets of claimant personas used to recruit participants in our user research;  Examples of User Stories;  Technical Architecture overview documentation  Proof of Concept user screens  Target Operating ModelDesign Principles  Delivery Roadmap by Blocks As part of our Proof of Concept work we developed an initial STP digital service that supports end to end processing for a small number of user stories covering different personas. These personas were used to conduct initial user research activities, testing the service and underlying concepts beneath it. As we progress through the Beta Blocks of delivery more user personas, both for claimants and agents, will be used to drive the next stage of service development. The intention is to use the Proof of Concept technical architecture and code base as the starting point for the development of Beta. In addition, we will continue to operate as 2 or more multi-disciplinary development teams, with the intention to continue to build the service using an Agile, SCRUM driven approach. As well as the development of new digital IT components, the STP service will need to, amongst other things:  Include assisted digital support processing;  Integrate in an appropriate manner with an extensive and complex existing DWP IT estate;  Support access via telephone and face to face channels to serve the full DWP customer base;  Be able to take advantage of new Government initiatives to modernise IT Operate and Hosting services design expertise (including user research). Also, DWP must work closely with a range of key stakeholders in other Government Departments, particularly HM Revenue and Customs (HMRC), local government and the third and charity sectors - particularly those who represent the needs of our claimant groups. Current Technologies and Languages The current core architecture is based on a multi-tiered set of RESTful (representational state transfer which is an architectural style) APIs (application programming int...
