At the same time, we are delivering a huge programme of reforms, in a world where we need to spend less. To meet these challenges we need to change what we do. The Government Digital Strategy sets out how government will redesign its digital services to make them so straightforward and convenient that all those who can use them prefer to do so. The Strategy published in December 2012, involves examining the whole business process involved in a transaction to make it consistent, high-quality and “Digital by Default”. New or redesigned digital services will be required to meet the Digital by Default Service Standard from April 2014. Access to the DWP Digital Strategy and the DWP response to the Government Digital Strategy can be found via this link DWP Digital Strategy - Publications - XXX.XX. The Single Tier Programme (STP) is expected to comply with the Government Digital Strategy, as part of the Government Digital Transformation Programme. The objective of the STP is to work with HM Revenue and Customs (HMRC) to:  introduce a new State Pension and revisions to Pension credit, as per the provisions of the Pensions Xxxx 2013 ensuring new systems can accommodate any future changes to State Pension Age,  end contracting out for Defined Benefit schemes,  deliver a modernised State Pension and a Pension Statement service that is Digital by Default, Single Tier Programme will replace the existing basic and additional State Pensions with a flat-rate State Pension, set above the basic level of means-tested support (which is the Pension Credit standard minimum guarantee). The new State Pension will be introduced from 6 April 2016. This means all women born on or after 6 April 1953 will reach State Pension age after the introduction and may receive a Single-Tier pension, as could every man born on or after 6 April 1951. This procurement will be conducted through the Digital Services Framework Further Competition Procedure in 4 separate Lots as follows:

Agile Delivery Management Embedding Agile Further information about the scope of our digital services requirements can found in Required Outcomes and Capabilities and Roles sections of this document. We have a range of current artifacts and as part of this Request for Proposal include:  Sets of claimant personas used to recruit participants in our user research;  Examples of User Stories;  Technical Architecture overview documentation  Proof of Concept user screens  Target Operating ModelDesign Principles  Delivery Roadmap by Blocks As part of our Proof of Concept work we developed an initial STP digital service that supports end to end processing for a small number of user stories covering different personas. These personas were used to conduct initial user research activities, testing the service and underlying concepts beneath it. As we progress through the Beta Blocks of delivery more user personas, both for claimants and agents, will be used to drive the next stage of service development. The intention is to use the Proof of Concept technical architecture and code base as the starting point for the development of Beta. In addition, we will continue to operate as 2 or more multi-disciplinary development teams, with the intention to continue to build the service using an Agile, SCRUM driven approach. As well as the development of new digital IT components, the STP service will need to, amongst other things:  Include assisted digital support processing;  Integrate in an appropriate manner with an extensive and complex existing DWP IT estate;  Support access via telephone and face to face channels to serve the full DWP customer base;  Be able to take advantage of new Government initiatives to modernise IT Operate and Hosting services design expertise (including user research). Also, DWP must work closely with a range of key stakeholders in other Government Departments, particularly HM Revenue and Customs (HMRC), local government and the third and charity sectors - particularly those who represent the needs of our claimant groups. The current core architecture is based on a multi-tiered set of RESTful (representational state transfer which is an architectural style) APIs (application programming interfaces, which allow software programs to interact with each other), with a user-facing front-end and a back-end, and API...
