Specialist Allowance. An additional annual amount of six hundred and forty-four ($644) will be paid to teachers holding and using the following Specialist Certificates: Religious Education, Special Education, French-as-a-Second Language and Native-as-a-Second Language.. The allowance will not be paid if the certificate has been used to assist in a change of category. The intent is that no teacher will be paid twice for the same certificate. The amount shall be increased to $663 effective September 1,2009, $683 effective September 1, 2010, and $703 effective September 1, 2011.
Specialist Allowance. A Specialist Allowance will be paid to any teacher who has successfully completed a second Specialist course, provided that the first Specialist course placed them at the Category 4 level on the Salary Grid. If the second Special course is required to place the teacher in Category 4 on the Grid, he/she will not be entitled to the allowance. In order to receive the Specialist Allowance it will be necessary to apply to the Board no later than September 15th in each school year and provide a cover letter to prove that the Specialist Certificate was not used in their QECO evaluation, and further, by supplying a statement from their Principal saying that they are using their certificate in the area of their specialty. For the purposes of this article a Masters Degree will be treated the same as a Specialist Certificate for the purposes of qualifying for an allowance. In no case will a teacher qualify for more than two allowances for any combination of Specialist Certificates or Masters Degrees.

(iii) Specialist Completion by Board Form Submitted by Pay Retroactively Before September 1 September 15 September 1 Between September 1 and December 31 January 31 January 1 (iv) For the purposes of this article a Master’s Degree will be treated the same as a Specialist Certificate for the purposes of qualifying for an allowance. In no case will a teacher qualify for more than two (2) allowances for any combination of Specialist Certificates or Master’s Degrees.
