16.1 STAFFING REQUIREMENTS
a. Agency employees are employed by the Agency pursuant to subsection 8(1) of the Act.
b. Employees of the Agency are not public servants for the purposes of Part III of the Public Service of Ontario Act, 2006. Employees are public servants for the purposes of Parts I, IV, V and VI of the Public Service of Ontario Act, 2006.

15.1 Staffing OEFC does not have its own staff because the OFA, together with the Ministry of Finance, conducts OEFC’s activities. Certain OFA staff members are designated as officers of OEFC for the purpose of executing agreements and other documents on its behalf.

a. LCBO employees are public servants under PSOA and are employed under the Act.
b. Job categories, salary ranges and conditions of employment of officers, inspectors and employees of the LCBO are to be approved by the Lieutenant Governor in Council pursuant to the Act.
c. Job categories, salary ranges and conditions of employment of officers, inspectors and employees of the LCBO who are not members of a bargaining unit, as defined in the Labour Relations Act, 1995, S.O. 1995, c. 1, Sched. A, are to be approved by the Minister pursuant to the Act.
Staffing and Appointments. The Chair, Vice-Chair(s) and Members of the Tribunal are appointed by the Lieutenant Governor in Council by Order in Council pursuant to subsections 173(3) and 174(1) of the Act.
Staffing and Appointments a. The Chair will ensure Commission compliance with Management Board directives and guidelines, and Corporate Financial and Administrative Policies and Procedures Manual of the Ministry.
b. The Ministry will provide the Commission with administrative services and program analysis as required through Services and Supports Branch sufficient to ensure the efficient and effective administration of the Commission.
c. The Services and Supports Branch shall develop job descriptions for the staff providing administrative services to the Commission in consultation with the Chair.
d. The specific financial, analytical and administrative support services to be provided by the Ministry to the Commission are identified in Schedule A to this MOU.
e. The Ministry is responsible for providing administrative support to the operation of the Commission including the preparation of cheques and maintenance of financial records.
f. The Commission is staffed by persons employed under Part III of the Public Service of Ontario Act, 2006
g. Ministry employees are assigned to the Commission as and when required.
h. The Commission, in its dealings with staff employed under Part lll of the Public Service of Ontario Act, 2006, is subject to MBC human resource directives and Public Service Commission directives under the PSOA.
i. The members of the Commission are appointed by Order-In-Council. There is no fixed term of appointment. As set out in the Act, the members of the Commission (Chair and Commissioners) serve without remuneration.
Staffing and Appointments a. The Executive Director will have delegated authority, on behalf of the Board, through the Chair, to manage the human resources of the Centre.
b. Employees participate in the Public Service Pension Plan.
c. The Chair and the Board members are appointed by the Lieutenant Governor pursuant to an Order in Council. The Chair provides advice to the Minister on candidates for appointment or reappointment to the Board.

14.1 Staffing The Agency’s employees are employed pursuant to subs.7 (4) of the Act. In addition, the Agency is permitted to retain such technical and professional consultants as it considers necessary for the conduct of the affairs of the Agency, at such remuneration and upon such terms as the Board approves.

a. The Chair is designated by the Lieutenant Governor in Council on the recommendation of the Minister pursuant to subsection 6(4) of Ontario Regulation 456/16 made under LHSIA.
b. The Board Members of HSSOntario are appointed by the Lieutenant Governor in Council on the recommendation of the Minister pursuant to subsection 6(1) of Ontario Regulation 456/16 made under LHSIA for a term of up to three (3) years as set out in subsection 6(2) of the regulation.
c. The maximum number of Board Members is 11, as set out in Ontario Regulation 456/16 made under LHSIA.

The Board may employ such persons and retain such technical and professional consultants as it considers necessary for the conduct of the affairs of the Agency.
b. The employees of the Agency are not and shall not be deemed to be employees of the Crown.
