Subcontracting Reports. ‌ Per FAR 52.219-9(d) (10), Contractors submitting Individual Subcontracting Plans are required to: a) Cooperate in any studies or surveys as may be required; b) Submit periodic reports, which show compliance with their subcontracting plan; c) Submit Individual Subcontracting Reports (ISRs) and Summary Subcontracting Reports (SSRs); d) Ensure that subcontractors with subcontracting plans agree to submit their ISR and SSR if required. The ISR covers subcontract award data related to this Master Contract and shall be submitted semi-annually till last Task Order completion. The SSR encompasses all Contracts with GSA and is submitted annually. The ISR and SSR shall be submitted electronically via the Electronic Subcontract Reporting System (eSRS) at xxx.xxxx.xxx and must be received within the date specified in Section F.7, and repeated below. e) Reports are due, regardless of whether there has been any subcontracting activity since contract inception or since time of previous report submission.

Individual Subcontract Reports (ISR) Regardless of the effective date of this contract, the ISRs (formerly SF-294) shall be due on the following dates for the entire life of this contract: April 30th October 30th‌ Expiration Date of Contract ISRs shall be submitted under Agency ID 7529 (NATIONAL INSTITUTES OF HEALTH). **Note: ISRs are not required for Commercial Plans. b. Summary Subcontract Report (SSR) Regardless of the effective date of this contract, the SSR shall be submitted annually on the following date for the entire life of this contract: October 30th The SSR for Plan Type Individual is the former SF-295. For Individual or Master Plans, the SSRs shall be submitted under Agency ID 7500 (DEPARTMENT OF HEALTH AND HUMAN SERVICES) as the approving agency. The SSR for Commercial Plan is filed by Prime Contractors with an approved Commercial Subcontracting Plan. Commercial plans shall be submitted under the Agency ID of the residing Contracting Officer who approved the Commercial Plan as well as Agency ID 7500 (DEPARTMENT OF HEALTH AND HUMAN SERVICES). For both the Individual and Summary Subcontract Reports (ISRs & SSRs), the NITAAC Customer Support Center shall be included for notification purposes through the following e- mail address: Email: XXXXXXxxxxxxx@xxx.xxx‌‌ Article H.4 Acknowledgement of Federal Funding‌ The Contractor shall clearly state, when issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in whole or in part with Federal money: (1) the percentage of the total costs of the program or project which will be financed with Federal money; (2) the dollar amount of Federal funds for the project or program; and (3) the percentage and dollar amount of the total costs of the project or program that will be financed by non-governmental sources.

Subcontracting Reports. In implementing the requirements set forth in FAR 52.219-14, Limitation on Subcontracting, contractors shall follow the subcontracting reporting process established for 8(a) certified firms at 13 CFR 124.510. Contractors shall maintain up-to-date records concerning subcontracting costs. Subcontracting data shall be entered electronically via the GWAC Management Module. The GWAC Management Module can be accessed at xxxx://xxxx.xxx.xxx. Subcontracting data shall be current within the GWAC Management Module no later than 30 calendar days after each six-month reporting period. The first reporting period will begin on the effective date of the notice to proceed and continue semi-annually thereafter. The reporting periods are as follows:

Subcontracting Reports. In accordance with FAR clause 52.219-9, large businesses are required to submit an Individual Subcontracting Report (ISR) via xxx.xxxx.xxx. The report shall include sufficient evidence that a good faith effort was made to achieve the subcontracting goals. The report will be used to determine the extent of compliance with the approved Subcontracting Plan. Contractor’s failure to make a good faith effort to comply with the requirements of the subcontracting plan is considered a material breach of its contract and is subject to the imposition of liquidated damages. In addition, large businesses are required to submit an annual report to the Contracting Officer each year that captures the complexity level of tasks assigned to small business sub- contractors per each task order.
