Time-Off Awards. Time-off awards may be granted to an individual or group of employees for contributions that benefit the Department. These awards may be granted for contributions such as, but not limited to, the following: A. A significant contribution involving completion of a difficult project or assignment of importance to the mission of the Department; B. The completion of a specific assignment or project in advance of an established deadline and with favorable results; C. Displaying unusual initiative, innovation, or creativity in completing a project or improving the operation of a program or service; D. Displaying unusual courtesy or responsiveness to the public which clearly demonstrates performance beyond the call of duty and which produces positive results for the Department; and, E. Exemplary work by an employee as a canvasser for special campaigns or programs such as the Combined Federal Campaign, US Savings Bonds, or blood donor program. (An award for such an effort may not exceed one work day per activity.)

Time-Off Awards. 1) A Time-Off Award (TOA) means an excused absence granted to an employee without charge to leave or loss of pay in recognition of a superior accomplishment or other personal effort that contributes to the quality, effort, or economy of Government operations. 2) Examples of employee achievement that might be considered for a time-off award include: a) Making a high-quality contribution involving a difficult or important project or assignment; b) Displaying a special initiative and skill in completing an assignment or project before deadline; c) Using initiative and creativity in making improvements in a product, activity, program, or service; d) Ensuring the mission of the unit is accomplished during a difficult period by successfully completing additional work or a project assignment while maintaining the employee’s own workload; and e) Making a contribution to a project that is more than what is typically expected of an employee in that position. 3) As required by applicable regulation, TOAs are granted in increments of no less than one (1) hour. Full-time employees may be awarded up to eighty (80) hours of time off during a leave year, but not more than forty (40) hours in one award. Part-time employees may be granted TOAs up to the average number of work hours in the employee’s biweekly scheduled tour of duty during a leave year. Employees may carry over up to 80 hours of TOAs at the end of each leave year. Reasonable and relevant criteria will be applied uniformly to all employees. 4) When physical incapacitation for duty occurs during a period of time-off granted under this section, an employee may request sick leave for the period of physical incapacitation and the time-off award will be scheduled at another time. 5) In accordance with applicable regulations (5 CFR Part 451), a time-off award may not be converted to a cash payment under any circumstances. 6) The receipt of a time-off award does not prevent an employee from receiving any other award. However, an employee cannot receive multiple awards for the same act and/or service. 7) The minimum amount of time for a time-off award will normally be four (4) hours. A time- off award may be used in single blocks of time or in one-hour increments. 8) The scheduling and use of time-off awards shall be subject to the same approval process as is used for annual leave. Time-Off Awards. A. A Time-Off Award (TOA) is an award granted to an individual or group that allows time off without charge to leave or loss of pay. This award is principally used to recognize contributions to the quality, efficiency or economy of operations; e.g., work on a difficult or important project, initiative in meeting a deadline, creativity in improving service. Such contributions are typically of a one-time, non-recurring nature. B. TOA’s can also be used to recognize sustained high-level performance and may be used as a substitute for monetary performance awards. C. During any single leave year, full-time employees may be granted a time off award in amounts up to a maximum of forty (40) hours of time off from duty as an incentive award for any single contribution. The total amount of time off a full-time employee may be granted during any one leave year is eighty (80) hours. A part-time employee with an uncommon tour of duty will have the average number of hours of work in the employee’s biweekly scheduled tour of duty used to establish the leave year maximum limitations with one-half this determined amount identified as the limit for any single contribution. The provisions of this section will be adjusted to account for firefighter hours. D. The minimum amount of time off for any one TOA shall be one (1) hour. E. A TOA must be scheduled and used within one (1) year from the date the award is granted or it will be forfeited. TOAs should be scheduled so as not to conflict with the use of “use or lose” annual leave. Because, under certain circumstances, some unused annual leave may be carried over to the next leave year but TOAs must be used by a date certain, employees should use a TOA before using annual leave. When physical incapacitation for duty occurs during a period of time when an employee is using his/her TOA, sick leave may be granted for the period of incapacitation and the TOA scheduled for use at a later time. F. A TOA cannot be converted to a cash payment under any circumstances.
Time-Off Awards. As first level supervisors, Chief Engineers may approve time off awards for licensed engineering officers up to 8 hours per achievement, per employee. Time off awards above 8 hours, recommended by the CME, must be submitted to the Commanding Officer for approval. In any case, time off awards must be routed through the Marine Center and WFMO to be processed.

The may be granted up to forty (40) hours of time off from duty for a single contribution. 6.4 Part time employees may be granted up to the average number of hours of work in their biweekly scheduled tour of duty during a leave year. (Example: an employee with a biweekly scheduled tour of duty of sixty-four (64) hours may be granted up to that amount of time off from duty during a leave year.) They may be granted up to one half the amount of maximum number of hours of time off from duty that can be granted during a leave year for a single contribution. 6.5 This award must be used within one (1) year from award approval date or the hours will be forfeited without restoration rights. The time can be used throughout the one (1) year period.
Time-Off Awards. An employee may be offered a time-off award for a special achievement at the discretion of the Employer. The minimum amount of time that can be granted for a time-off award is ½ hour. The scheduling and use of time-off awards shall be subject to the same approval process as that used for leave. The time-off award must be scheduled and used within six months after the date the award was granted, or it will be forfeited.
Time-Off Awards. The Agency may grant time-off awards to employees, which shall be made without charge to leave or loss of pay. Before granting a time-off award to an employee, the Agency shall advise the employee that the award may be declined. If a time-off award is declined, the Agency shall give the employee non-monetary recognition.

(5) When physical incapacitation for duty occurs during a period of time-off granted under this section, an employee may request sick leave for the period of physical incapacitation and the time-off award will be scheduled at another time. (6) In accordance with applicable regulations (5 CFR Part 451), a time-off award may not be converted to a cash payment under any circumstances.
