TRADING STANDARDS. The Chairman welcomed Xxxx Xxxxxxx, Trading Standards Team Leader, to the meeting. Xxxx Xxxxxxx spoke about the involvement the Trading Standards service had had in the LAA. The LAA had been a suitable vehicle for the high profile issues of alcohol and anti- social behaviour. However there had been no funding attached to the LAA for this specific target. The Trading Standards service had been involved with tobacco sales since 1993. Later they were involved with sales of fireworks and DVDs. They had been involved with alcohol sales since 2003, when the Trading Standards service was given powers to make test purchases. Increases in technology had helped with test purchases, through hidden cameras and recordings. The LAA Target concerned the percentage of under-age sales made per inspections carried out. Over the past two years the Trading Standards service had increased the number of detections through being more targeted (this included working with Crimestoppers). In years one and two they had achieved a 35% target. In the current year they hoped to achieve 33%. It had become increasingly difficult to obtain detections of under-age sales, and this would make reaching the target in the next year very difficult. One reason for this was that shops were now very reluctant to sell alcohol to under-age customers. Following TUSAC (Tackling Under-age Sales of Alcohol Campaign) there were greater repercussions for traders who sold alcohol to under-age customers. Traders could face a fine of up to £20 000 or a withdrawal of their licence for 24 hours. Due to this, illegal sales had been reduced and to meet the 33% target in the current year, the Trading Standards service had targeted known offenders. These could be traders who had made a one-off illegal sale, or a hardcore of traders who continued to sell to children (usually children they knew, from the local area). Xxxx Xxxxxxx said that he had been influential in setting the LAA target. However circumstances had changed over the last few years. LAA Targets were reviewed annually and it had been accepted that the 40% target for the next year would not be met. As under-age sales had been reduced so dramatically, resources were now being put into the prevention of proxy-buying and the issue of children obtaining alcohol from their parents (either with or without consent). TRADING STANDARDS. Provide advice and support to the business community whilst enforcing “consumer protection” and “fair trading” type legislation, including those laws designed to ensure that goods and services are not misdescribed or unsafe. A first level advice service on consumer matters is available via the national telephone advice service “Consumer Direct” for consumers. Trading Standards will accept referrals concerning vulnerable consumers requiring further advice or assistance. Trading Standards will also provide advice for local businesses. Information on new consumer matters may be provided directly to retailers but normally only on significant new issues. Retail premises are inspected by trading standards staff on a risk assessed basis. ‘High risk’ properties are scheduled for annual inspection, ‘medium risk’ properties every 2 years; ‘low risk’ properties are scheduled for inspection every 3 years. Those properties considered to be of ‘no discernible risk’ are scheduled for a visit every 5 years. Pro-active project work is also undertaken where appropriate. Recent examples include checks on internet sales, checking the validity of tradesmens’ claims for membership of trade organisation and test purchases checking for underage sales of restricted goods such as alcohol and cigarettes. TRADING STANDARDS. 28.1 The Supplier shall maintain and operate an ethical trading policy in respect of the provision of the Services under or in connection with this Agreement, and in respect of any goods, works, services or materials which it purchases from others to carry out its obligations.
TRADING STANDARDS. Exhibitors must comply fully with relevant legislation, regulations and government guidance in respect of Trading Standards, Consumer Protection, Food Safety, Health and Safety and requirements of the Environmental Health Departments of Exeter City Council and Devon County Council. Exhibitors shall promptly comply in full with any direction given by ECEL in respect of ensuring compliance of the Event with any of the matters set out in clause 10.1 above. Chalets will be inspected during the Event and those which do not to comply with relevant legislation, regulations and/or government guidance (or ECEL's direction in relation to the same) will be shut down. All applications for catering Stands must provide details of registration with their local authority and be familiar with the information contained within the leaflet produced by the Institute of Environmental Health (IOEH) called IOEH National Guidance for Outdoor and Mobile Catering (as amended or replaced from time-to-time by the IOEH).
