Act 1976. The parties commit to working together to resolve the future tenure arrangements of the town before the expiry of the current tenure. A township lease economic development package will be negotiated with the Mirarr Traditional Owners in the context of new township leasing arrangements. The Northern Territory will take ongoing responsibility for town municipal and essential infrastructure and services. In particular the Northern Territory will: • support the ongoing supply of electricity to Jabiru. • support the ongoing delivery of water, sewerage, waste disposal, planning and other town essential services. The parties will work together to continue services for the West Arnhem region: The Northern Territory will • guarantee education, health, police, fire and emergency services at current levels until at least 30 June 2023. • invest in new town infrastructure, which may include a Government Business Centre, retail centre and medical facilities. • with GAC support the growth of educational resources within the township. • with GAC support the establishment of an economic development entity. • contribute towards a Bininj Resource and Development Centre, to boost economic development and employment opportunities in Jabiru. The Commonwealth will commit to a defined level and duration of KNP office accommodation and staff housing in Jabiru and will, subject to Director of National Parks and KNP Board of Management discussions, support moving KNP headquarters and housing from Bowali to Jabiru. ERA will commit to meeting its rehabilitation obligations and will work with the other parties to support a smooth transition for the town with regards to such matters as ERA’s residential workforce, services provided by ERA and ERA’s town assets. The parties will work together to increase tourism visitation to KNP and to position Jabiru as a hub for tourism-related businesses through the following commitments: • The Commonwealth will contribute (along with private sector investment) to support establishment of a new World Heritage Visitor Centre in Jabiru. • The Commonwealth will contribute to upgrade roads within KNP, guided by a roads strategy to be jointly developed by the Director of National Parks, relevant Traditional Owners and the Northern Territory. • The Commonwealth will invest to improve tourism infrastructure and experiences, including improved mobile communications connectivity within Kakadu. An employee is entitled to take personal/carer’s leave where the employee is: ill or injured; or required to provide care or support for members of the employee’s family or household because of a personal illness or injury of the member or an unexpected emergency affecting the member. An employee’s accrual of personal/carer’s leave will be reduced proportionately where a period or cumulative periods of leave without pay that does not count as service exceeds 30 days within a 12 month period. An employee will provide a medical certificate or, where it is not practical to provide a medical certificate, a statutory declaration or other supporting evidence acceptable to the Secretary (delegate) in the following circumstances: where the employee is or will be absent on personal/carer’s leave for three (3) or more consecutive working days, unless the Secretary (delegate) informs the employee that such evidence will not be required; if the employee has been advised by the Secretary (delegate) that they are required to provide evidence for any future personal/carer’s leave absences due to the employee’s pattern of leave; or if the Secretary (delegate) has reason to believe that the employee’s absence is not consistent with the appropriate use of personal/carer’s leave. Employees should note that the method of calculating long service leave provided for in the Long Service Leave (Commonwealth Employees) Act 1976 uses calendar months for both accruing and debiting periods of long service leave. Cultural/ceremonial leave The Department recognises the importance of cultural, religious and ceremonial events and encourages Employees to take part in significant activities associated with their culture, ethnicity or religion. Aboriginal and Xxxxxx Xxxxxx Islander Employees will have access to up to five days paid leave in a calendar year to participate in ceremonial activities and meet cultural obligations, including NAIDOC activities. An Employee will have access to up to two days paid leave per annum to attend activities described in clause 183 above. Further information is outlined in the Department’s policies and procedures. Other leave The Secretary may approve additional leave, paid or unpaid, on a case by case basis. Unauthorised absences Where an Employee is absent from duty without authorisation, all pay and other benefits provided under this Agreement will cease to be available until the Employee resumes duty or is granted leave. Where unauthorised absence is followed by termination of employment, accrued entitlements will be paid. Community service leave Employees are entitled to paid leave for the purposes of engaging in community service activities, including jury service and emergency management activities in accordance with the Fair Work Act 2009. Leave for community service personnel for emergency services duties encompasses leave for required regular training, all emergency services responses, reasonable recovery time, reasonable travel time and ceremonial duties. Employees required to attend court as a juror will be entitled to paid leave for the entirety of the jury service. Defence reserves leave An Employee may be granted leave (with or without pay) to enable the Employee to fulfil Australian Defence Force (ADF) Reserves and Continuous Full Time Service (CFTS) or Cadet Force obligations.
