Outlying Areas means: (1) Commonwealths of Puerto Rico and the Northern Mariana Islands; (2) Territories: American Samoa, Guam, and U.S. Virgin Islands; and (3) Minor outlying islands (▇▇▇▇▇ Island, ▇▇▇▇▇▇▇ Island, ▇▇▇▇▇▇ Island, ▇▇▇▇▇▇▇▇ Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll and Wake Atoll).
