Application of Wage Rates. The employees’ wage rates apply for all purposes of this agreement. This means any loading, penalty rate, allowance or other benefit which would otherwise be calculated on award rates shall, by the operation of this agreement, be applied to the wage rates provided for in this agreement (with those wage rates being increased in accordance with this agreement).
Application of Wage Rates. The determining factor in applying different area rates shall be the location within the State in which the work is being performed and not the home address of the Employee or Employer. Pay rates for other crafts with respect to areas are irrelevant.
Application of Wage Rates. Employees shall be assigned a salary or wage by the City Manager within the range established for the appropriate position under the salary schedule. The minimum rate generally shall be assigned to employees upon original appointment; however, the City Manager may, when circumstances warrant it, appoint, reinstate or promote at other than the minimum rate, but at not more than the maximum rate.
Application of Wage Rates. Where multiple steps are provided, employees hired at step one will be eligible for a step increase after completing the first six months of service. Advancement within the salary schedule specified for an employee’s classification shall be on the basis of one year’s meeting or exceeding satisfactory service standards, as evidenced by a performance appraisal. If an employee receives an annual performance appraisal whose overall rating “does not meet standards,” then the employee shall advance within the salary schedule for the employee’s classification; provided, however, the employee has been re-evaluated six months from the appraisal period of the “does not meet standards” appraisal and now receives an overall performance rating of “meets standards” or better. Step increases may occur earlier than one year for extraordinary performance upon the recommendation of the Department Head. Employees may also be hired above step one depending upon their experience and qualifications.
Application of Wage Rates. Pay rates for other crafts in the area are irrelevant to this Agreement, with the exception of Refractory work. The applicable wage rate is the area, in which the job site is located. No lower wage rates may be used. Special rates apply when employees are asked by their employer to travel out of their Home area to work. See Article 22, Section 5 for these conditions for traveling contractors. All wages agreed to by employers after May 1, 2016 shall be paid to all employees retroactive to May 1, 2016.

Where multiple steps are provided, the first step is the salary level at which entrance into a given classification of work begins and the level at which it carries through the first year. Advancement within the salary schedule specified for an employee’s classification shall be on the basis of one year’s satisfactory service, as evidenced by a performance evaluation. The Longevity Pay Step applies to an employee who has been employed by the City of Albany for twenty-four full years, and ends upon the employee’s thirty-fourth anniversary with the City. See Section 12.9 and Appendix A for more information. If an employee receives an annual performance evaluation whose overall rating does not meet standards, then the employee shall not advance within the salary schedule for the employee’s classification until the employee has been re-evaluated six months from the evaluation period of the evaluation and now receives an overall performance rating of meets standards or better.
