Direct Labour. The cost of employees engaged in Production activities that are directly identifiable with Product costs. This shall exclude supervision, which is included in indirect labour, and Production support activities such as inspection, plant and equipment maintenance labour, and material handling personnel. Direct labour cost includes: · Base pay, overtime, vacation and holidays, illness, personal time with pay and shift differential. · Cost of employee fringe benefits such as health and life insurance, payroll taxes, welfare, pension and profit sharing.

Direct Labour. 1.1 Direct salaries and wages paid at the rates shown in payroll documents.
1.2 Direct salaries include statutory holidays, vacation, and sick leave pro-rated according to the % of time allocated to the Project.
1.3 Overtime hours may only be claimed at the regular hourly rate.
1.4 Time sheets, time logs or other CANARIE approved labour attestation forms must be used to support actual hours worked by Project staff.
1.5 Actual fringe benefit costs MUST not exceed 20% of eligible direct labour costs in any claim.
Direct Labour. (a) Eligibility
(i) The eligibility categories of direct labour normally consist of engineers, scientists, computer programmers, technologists, technicians, draftspersons, researchers, laboratory and experimental shop labour, professional project managers and market analyst, as set out in the Statement of Work.
(ii) Where approved in the Statement of Work, a direct labour cost may be claimed for the work performed in an eligible category by qualified management and administrative personnel. The payroll rate acceptable for such personnel will not exceed the level of comparable technical experts in the same or most similar category or industry.
(b) Calculation of Direct Labour
(i) The Recipient may claim only that time spent directly on the Project, excluding indirect time, non-Project related time, holidays, vacation, paid sickness, etc.
(ii) The payroll rate is the actual gross pay rate for each employee (normal periodic remuneration before deductions). The payroll rate excludes all premiums (e.g., overtime), shift differentials and any reimbursement or benefit conferred in lieu of salaries or wages, except as noted in the next paragraph.
(iii) Fringe benefits (CPP, EI, holidays, vacations, etc.) are ineligible. An allowance of 20% of direct labour may be claimed instead.
