Duties of the Secretary-Treasurer. The Secretary-Treasurer shall be the chief financial and recording state officer of the Union. The Secretary-Treasurer shall be responsible for supervising and directing the activities of the Comptroller’s office in accordance with the provisions of the State Constitution and policy deci- sions of the Convention and the State Board of Directors. The duties of the Secretary-Treasurer include: 1. Chair of the Finance Committee. 2. Oversight of the taking of minutes at all Board of Directors’ meetings. 3. Oversight of all Chapter, District Council, and Assembly audits. 4. Responsibility to see that a timely audit is performed by an out- side accounting firm. 5. Oversight of all financial correspondence relating to the organi- zation. 6. Providing an electronic copy of the minutes via the website to the Chapter, District Council, and Assembly Secretaries, pursu- ant to Article II, Section 3 of the OCSEA State By-Laws. 7. In the case of absence or disability of both the President and the Vice President, the Secretary-Treasurer shall perform the duties of the President. 8. All checks issued by the Union shall be signed by the President and the Secretary-Treasurer or their designees. 9. Performance of other such duties as may be requested by the Board of Directors or the State Constitution and State By-Laws. Upon the Secretary-Treasurer’s request, staff shall be made available to the Comptroller.

Duties of the Secretary-Treasurer. The Secretary-Treasurer will (a) when requested by the Manager-CEO, keep minutes of the proceedings of the Members, in one or more books provided for that purpose; (b) see that all notices are duly given in accordance with the provisions of this Agreement or as required by law; (c) be custodian of the Company records; (d) keep a register of the mailing address of each Member, which will be furnished to the Secretary-Treasurer by each Member; and (e) in general, perform whatever other duties are assigned by the Members or the Manager-CEO from time to time. In addition, the Secretary-Treasurer will oversee and review the use and custody of the Company’s funds and securities and ensure that full and accurate accounts of receipts and disbursements in books belonging to the Company are kept and that all moneys and other valuable effects are deposited in the name and to the credit of the Company in those depositaries designated by the Manager-CEO. The Secretary-Treasurer will also oversee the disbursal of funds of the Company as may be ordered by the Manager-CEO, taking proper vouchers for the disbursements, and will render to the Manager-CEO and the Members, at the regular meetings of the Members or whenever they may require it, an account of all transactions as Secretary-Treasurer and of the financial condition of the Company. Further, the Secretary-Treasurer will in general perform whatever other duties are assigned by the Manager-CEO from time to time.
Duties of the Secretary-Treasurer. (a) The Secretary-Treasurer shall comply with the provisions of the International Constitution. He shall receive all monies of the Union and deposit the same in the name of the Union in such banks as may be designated by the Executive Board. He shall have custody of the Official Seal and shall countersign all checks. He shall keep his books and records available at all times for inspection by the Executive Board. (b) The Secretary-Treasurer shall perform all the duties imposed upon Local Union Secretary-Treasurers by the International Constitution and these By-Laws, and in general perform all duties incident to the office and such other duties as from time to time may be assigned to him by the Principal Executive Officer, the Local Union Executive Board, or the members by resolution. He shall see that all notices and reports shall be given in accordance with the provisions of the International Constitution and these By-Laws or as required by law. He shall keep itemized records, showing the source of monies received and spent, and shall keep records, vouchers, work sheets, books and accounts and all resolutions to verify such reports. (c) The Secretary-Treasurer shall keep a correct account of all monies paid to and paid out by the Local Union and shall provide receipts for any dues, initiation fees, or other fees, assessments or fines or other monies received. The Secretary-Treasurer will not make any payments from the Local Union’s funds until receiving bills or receipts evidencing the goods or services paid for. The Local Union Secretary- Treasurer shall enter all receipts in the name of the Local Union and shall deposit all monies in accordance with Article X, Section 9 of the International Constitution. (d) The Secretary-Treasurer upon request shall make available for inspection by any member or members at the Local Union’s principal office during regular business hours any document which is subject by statute to such inspection. Copying of any financial record to which a member is entitled by law shall be permitted provided that the member pays the actual cost of duplication. Membership lists may not be copied. (e) The Secretary-Treasurer shall have custody of the records of the proceedings of all meetings of the Local Union and the Local Union Executive Board, as prepared by the Recording Secretary, or such person as is authorized to take such proceedings, and shall keep important documents, papers, correspondence, as well as files on contracts and a...

If no Treasurer or Assistant Treasurer is appointed and serving or in the absence of the appointed Treasurer and Assistant Treasurer, a President or such other Officer as the Board shall select, shall have the powers and duties conferred upon the Treasurer.

  • Assistant Treasurer The assistant treasurer shall in the absence or disability of the treasurer, perform the duties and exercise the powers of the treasurer and shall perform such other duties as the Board of Trustees or the chief executive officer may from time to time prescribe.
