Education and Culture. 1. The Parties agree to promote education and cultural cooperation that duly respects their diversity, in order to increase mutual understanding and knowledge of their respective cultures. 2. The Parties endeavour to take appropriate measures to promote cultural exchanges and carry out joint initiatives in various cultural spheres including the joint organisation of cultural events. In this regard, the Parties also agree to continue supporting the activities of the Asia-Europe Foundation. 3. The Parties agree to consult and cooperate in the relevant international fora, such as the UN Educational Scientific and Cultural Organization, in order to pursue common objectives and promote cultural diversity. 4. The Parties shall furthermore place emphasis on measures designed to create permanent links between their respective specialist agencies and to encourage exchange of information, know-how, students, experts, youth and youth workers and technical resources, taking advantage of the facilities offered by the Union's programmes in Southeast Asia in the area of education and culture as well as the experience that both Parties have acquired in this area. 5. The Parties shall encourage greater exchanges and cooperation between their educational institutions in order to promote mutual understanding, knowledge and appreciation of each other's cultures, economies and social systems. In particular, the Parties shall endeavour to facilitate the mobility of students and scholars within the framework of the Erasmus Mundus programme or other similar programmes.

Both sides also agree to promote the implementation of the Erasmus Mundus programme.

The Parties agree to cooperate closely in relevant international fora, such as the United Nations Educational Scientific and Cultural Organization (UNESCO), in order to enhance the preservation of tangible and intangible cultural heritage, notably in the context of the Convention concerning the Protection of the World Cultural and Natural Heritage, adopted by the UNESCO General Conference on 16 November 1972 and the Convention for the Safeguarding of the Intangible Cultural Heritage, adopted by the UNESCO General Conference on 17 October 2003, while attaching significance to the promotion of cultural diversity for the development of the arts and a knowledge-based creative economy. 4. The Parties shall furthermore encourage measures designed to create links between their respective specialist agencies and to encourage exchanges of information, know-how, students, academic staff and experts, and further promote links between think-tanks. In their cooperation and in the use of technical resources, advantage shall be taken of the facilities offered by EU programmes in Southeast Asia in the field of education and culture as well as of the experience that the Parties have acquired in that area. The Parties also agree to intensify higher education cooperation and promote the implementation of the Erasmus+ programme, as well as to exchange best practices in the field of youth policies and youth work.

The Parties shall furthermore place emphasis on measures designed to create links between their respective specialist agencies and to encourage exchanges of information, know-how, students, experts, youth and youth workers and technical resources, taking advantage of the facilities offered by European Union programmes in Asia in the area of education and culture as well as the experience that both Parties have acquired in this area. Both sides also agree to promote the implementation of relevant programmes for higher education such as the Erasmus Mundus programme with a view to promoting cooperation and modernisation in higher education, and to encourage academic mobility.
Education and Culture. Powers and responsibilities in the sphere of Education and Culture in the West Bank and in the Gaza Strip will be transferred from the military government and its Civil Administration to the Palestinian side. Education and Culture. The Parties will enhance the exchange and cooperation in higher education, primary and secondary education, and vocational education, with a view to improving the mutual understanding among youth from both sides and facilitating the academic and research collaboration between teachers from the two sides. The Parties will continue to support the cooperation between Shanghai Theatre Academy, Shanghai, and Royal Theater Ballet School, Holstebro in Central Denmark Region, in teacher training, art performance and other relevant areas under the framework of the five-year cooperation agreement signed by the two institutions in November 2013. The Parties will support and facilitate the participation of the other party in festivals, exhibitions, seminars and other cultural events in both places, including the participation of Royal Danish Ballet in the Shanghai International Arts Festival, and the participation of Shanghai in the Chinese Spring Festival celebration in Aarhus in 2017 and other events under the framework of the European Capital of Culture in Aarhus and Central Denmark Region in 2017.

The Borrower has furnished to the Bank evidence that the allocations in the 2002 Approved Budget include the Education Projects Minimal Allocations. (a) The Borrower has modified the rules on teachers’ appointment pursuant to the Borrower’s Law No. 27491 published on June 29, 2001; (b) the Borrower has issued regulations for the Borrower’s Law No. 27491 published on June 29, 2001 pursuant to the Borrower’s Supreme Decrees No. 065-2001- ED published on November 8, 2001, 071-2001-ED published on December 18, 2001, and 002-2202-ED published on February 2, 2002; (c) the Borrower has furnished to the Bank evidence that 22,100 teachers have been appointed in accordance with the provisions of the norms referred to in subparagraph (b) above; and (d) the Borrower has furnished to the Bank evidence that the norms referred to in subparagraph (b) above have been enforced with the participation of the Borrower’s Ombudsman’s Office and civil society organizations. 4. The Borrower has furnished to the Bank evidence that there has been a reduction of at least 30% enrollment in teacher training institutions pursuant to Directorial Resolutions 101-2002-ED published on January 25, 2002, 209-2002-ED published on February 26, 2002 and 450-2002-ED published on April 2, 2002. 5. The Borrower has implemented a pilot system for registering citizens’ complaints in the education sector pursuant to Supreme Resolution No. 273-2001-ED published on October 11, 2001. 6. The Borrower has established mandatory school councils pursuant to Ministerial Resolution 168-2002-ED published on March 14, 2002.
