School Councils. Teachers elected to serve on school councils will receive compensatory time for their participation in after school council meetings. Compensatory time may be taken the day of and the day after a meeting. Should a meeting be scheduled on the day prior to the last day of the work week, the teacher may take the next regular workday for his/her compensatory time. Teachers on school councils who are entitled to compensatory time may leave ten (10) minutes after student dismissal time unless the teacher has a conference, scheduled meeting or bus duty, in which case the teacher may leave at the completion of the assigned duty.
School Councils. Paraprofessionals elected to serve on school councils will receive compensatory time for their participation in after school council meetings.
School Councils. A representative(s) of the Association shall be a member of the Building Councils. The Association representative(s) at each particular attendance center shall be selected by the Association. The District is not required to pay compensation to an employee for service on said Council.
School Councils. A. The establishment of 21st Century Schools Council is mandated by Section 14, chapter 693, Oregon Laws, 1991. The duties of any 21st Century Schools Council established by the District as required by law shall be as defined by District policy.
B. As provided in ORS 336.745(3), bargaining unit members who serve on any 21st Century Schools Council shall be selected by a direct election of their peers.
C. Any program plan/implementation that results from a site committee:
1. Shall not violate any District policy, unless approved by the Board;
2. Shall not violate any provision of the Agreement, unless mutually approved by the Board and the Council; and
3. Shall set no past practice or precedent with regard to contract negotiations, contract administration or grievances.
School Councils. 1. Councils in each school shall be called "school councils" and shall meet all requirements established under the Education Reform Act.
2. Teachers in each building shall establish procedures for the election of teachers to school councils.
3. Terms for all council members will be established at the individual sites.
School Councils. At the request of the principal, the Chair of the school’s SC, or the teacher representative to the SC, the Superintendent of Education/Employee Relations will attend an SC meeting to clarify the interpretation of the Collective Agreement, and related aspects of the Education Act and other employment legislation. School Councils. SchoolBased DecisionMaking State law: The principal co-chairs the school council, which is a representative, school-based committee composed of the principal, parents, teachers, community members and, at the secondary level, at least one student. The principal works with the council to identify the educational needs of the students attending the school, review the annual school budget, and prepare a school improvement plan. The plan addresses issues such as professional development, student learning time, parent involvement, safety and discipline, and ways to meet the diverse learning needs of the students in the school. The School Improvement Plan is submitted to the Superintendent of Schools for his/her approval.
School Councils. The Education Reform Act of 1993 requires that there be a school council at each public elementary, secondary, and independent vocational school in the Commonwealth. The Committee and the Association agree as follows:
1. Effective September 1, 2012: Teachers who agree to serve as Teacher representatives to the School Council in the school in which they work will be able to count their service towards salary advancement, with a minimum of two credits per year guaranteed; should a particular School Council's work load become excessive (more than forty-five hours per year), the Teachers on that School Council may request a review by the Superintendent of the number of credits and possible revision, up to a maximum of four credits per year. Effective September 1, 2013: Teacher who agree to serve as Teacher representatives to the School Council in the school in which they work will be able to count their service towards salary advancement, with a minimum of one credit per year guaranteed; should a particular School Council’s work load become excessive (more than forty-five hours per year), the Teachers on that School Council may request a review by the Superintendent of the number of credits and possible revision, up to a maximum of four credits per year.
2. Teachers will receive the sum of up to $250 each year for the reimbursement of expenses associated with their service on the School Council. Expenses must be documented with the submission of original receipts to the Superintendent’s Office within thirty (30) days of the School Council meeting.
3. The recommendations or decisions of School Councils cannot abrogate existing collective bargaining agreements or Committee policies, and Teachers expressing opinions and recommendations on School Councils do not speak officially for the Association.
4. In order to assure full and open communication among all interested parties, the Association will be sent copies of School Council minutes in a timely manner.
School Councils. The School Committee believes that the school is the key unit for educational improvement and change and that successful school improvement is best accomplished through a school-based decision-making process. By involving those directly affected by any action or decision of the school council in the process of determining that action or decision, it helps to strengthen the commitment to those decisions by those most affected by its implementation. Under this policy, the Principal shall have primary responsibility for the management of the school. Decisions which are made at the school level must be aligned with the budget, policies, curriculum, and long-range and short-range goals adopted by the School Committee. In addition, decisions must comply with any state and federal laws and regulations and with any negotiated agreements of the school district. As enacted by the state legislature in the Education Reform Act of 1993, a school council shall be established in each school to advise the Principal in specific areas of school operation. The Principal, except as specifically defined in the law, shall have the responsibility for defining the composition of and forming the group pursuant to a representative process approved by the Superintendent and School Committee.
