Freelancers whose background or expertise is not available within the bargaining unit, may be engaged to act as commentators, "pundits" or news analysts. Where the Guild and ACTRA may share jurisdiction, the basic function of the employee shall determine the individual's union affiliation. The restrictions regarding jurisdiction shall not apply to employees of the News Department excluded from the bargaining unit. Excluded personnel shall not perform the work of unit personnel except to the extent that such work was performed by excluded personnel on the date of signing of this Agreement, and provided further that such excluded personnel shall not be used to displace or replace unit personnel nor to avoid filling a vacancy in the unit. Freelancers. A freelancer is defined as one who is hired for a particular project or projects not to exceed sixty (60) consecutive working days in length and is covered by the OECA/CEP Local 700 Freelance Agreement as negotiated by the parties. The Authority agrees to hire such freelancers in accordance with the terms of the OECA/CEP Local 700 Agreement, as long as such Agreement continues to operate.

Freelancers. If the AV Translation Company and a freelancer agree upon the freelancer being obliged to stay in their apartment or some other specified place where the freelancer can be reached in a specified manner and called to work if need arises, a standby remuneration of 21.36 euros per hour shall be paid as of 1 May 2023, a standby remuneration of 22.32 euros per hour as of 1 June 2023, and a standby remuneration of 22.65 euros per hour as of 1 April 2024. If the freelancer is called to work, the standby time ends and contractual fee or salary shall be paid.
