Recognition and Description of Unit. Section 1 The Association represents, as bargaining agent, all clerical, accounting, and secretarial personnel employed by the School Committee, excluding the Secretary to the Superintendent, the Assistant to the Business Manager for Personnel and Payroll, the Assistant to the Business Manager for Finance, and the Recording Secretary to the School Committee, and the School Committee recognizes its agency for the Members of the Association in accordance with the certification issued by the Massachusetts Labor Relations Commission. Section 2 Bargaining unit members will receive first preference, with preference given in connection with work location and job duties, to perform temporary or seasonal work if, in the exclusive judgment of the Superintendent, the applicants are qualified for such work. If not, the Superintendent may employ non-bargaining unit members to perform such work. A. This Agreement is a complete agreement between the parties covering all subjects of bargaining for the term hereof The School Committee or the Association shall not be under an obligation to negotiate any modifications or additions to this Agreement, which are to become effective during the term hereof. B. In the event that agreements are mutually reached on a voluntary basis between the School Committee and the Association, they will be reduced to writing, will be signed by the School Committee and the Association, and will become an addendum to this Agreement. C. The parties agree that the Agreement may be reopened during the term to negotiate over the removal of the Weekly Payroll/Medicaid Clerk position from the bargaining unit. Such negotiations, if they occur, will be treated as mid-term bargaining. D. It is understood that this Agreement constitutes the entire agreement between the parties hereto, and no amendment or modification is authorized unless it is in writing and signed by authorized persons. Section 4 Definitions: In this Agreement the following terms shall have the meaning ascribed opposite to them:
