Social cooperation. 1. The Parties recognise the importance of social development, which must go hand in hand with economic development. They shall give priority to the creation of employment and respect for fundamental social rights, notably by promoting the relevant conventions of the International Labour Organisation covering such topics as the freedom of association, the right to collective bargaining and non-discrimination, the abolition of forced and child labour and equal treatment between men and women. 2. Cooperation may cover any area of interest to the Parties. 3. Measures may be coordinated with those of the Member States and the relevant international organisations. 4. The Parties shall give priority to measures aimed at: (a) promoting human development, the reduction of poverty and the fight against social exclusion, by generating innovative and reproducible projects involving vulnerable and marginalised social sectors. Special attention shall be paid to low-income families and disabled persons; (b) promoting the role of women in the economic and social development process and promoting specific programmes for youth; (c) developing and modernising labour relations, working conditions, social welfare and employment security; (d) improving the formulation and management of social policies, including social housing, and improving access by beneficiaries; (e) developing an efficient and equitable health system, based on solidarity principles; (f) promoting vocational training and development of human resources; (g) promoting projects and programmes which generate opportunities for the creation of employment within micro-, small and medium-sized enterprises; (h) promoting programmes of land management with special attention to areas with higher social and environmental vulnerability; (i) promoting initiatives contributing to social dialogue and the creation of consensus; and (j) promoting respect for human rights, democracy and citizens' participation.

Social cooperation. 1. The Parties agree to cooperate in fostering the participation of the social partners in a dialogue on living and working conditions, social protection and integration into society. Particular account shall be taken of the need to avoid discrimination in the treatment of nationals of either Party residing legally in the territories of the other Party. 2. The Parties acknowledge the importance of social development, which must go hand in hand with economic development and agree to give priority to employment, housing and human settlements in accordance with their respective policies and constitutional provisions, as well as the promotion of the fundamental principles and rights at work identified by the International Labour Organization's conventions, the so-called Core Labour Standards. 3. The Parties may cooperate in any area of mutual interest in the above fields. 4. Where appropriate, and in accordance with their respective procedures, the Parties may conduct this dialogue in coordination with the European Economic and Social Committee and its Central American counterpart, respectively.

With regard to employment, cooperation between the Parties shall focus notably on upgrading job-finding and careers advice services, providing back-up measures and promoting local development to assist industrial and labour market restructuring. It shall also include measures such as studies, the secondment of experts and information and training operations. 2. With regard to social security, cooperation between the Parties shall seek to adapt the social security system of the former Yugoslav Republic of Macedonia to the new economic and social requirements, notably by providing the services of experts and organising information and training activities. 3. Cooperation between the Parties will involve the adjustment of legislation in the former Yugoslav Republic of Macedonia concerning working conditions and equal opportunities for women and men. 4. The Parties shall develop cooperation between them with the aim of improving the level of protection of the health and safety of workers, taking as a reference the level of protection existing in the Community.

The Parties shall cooperate to facilitate the reform of the employment policy in Serbia, in the context of strengthened economic reform and integration. Cooperation shall also seek to support the adaptation of the Serbian social security system to the new economic and social requirements, and shall involve the adjustment of the legislation in Serbia concerning working conditions and equal opportunities for women and men, for people with disabilities and for people belonging to minority and other vulnerable groups as well as the improvement of the level of protection of the health and safety of workers, taking as a reference the level of protection existing in the Community. Cooperation shall take due account of priority areas related to the Community acquis in this field.

The cooperation shall include notably: - Education and training on health and safety issues with specific attention to high risk sectors of activity; - Development and promotion of preventive measures to combat work related diseases and other work related ailments; - Prevention of major accident hazards and the management of toxic chemicals; 36 - Research to develop the knowledge base in relation to working environment and the health and safety of workers. 2. With regard to employment, the cooperation shall include notably technical assistance to: - Optimization of the labour market; - Modernization of the job-finding and consulting services; - Planning and management of the restructuring programmes; - Encouragement of local employment development; - Exchange of information on the programmes of flexible employment, including those stimulating self-employment and promoting entrepreneurship. 3. The Parties shall pay special attention to cooperation in the sphere of social protection which, inter alia, shall include cooperation in planning and implementing social protection reforms in Georgia. These reforms shall aim to develop in Georgia methods of protection intrinsic to market economies and shall comprise all forms of social protection.

The Parties agree to cooperate in fostering the participation of the social partners in a dialogue on living and working conditions, social protection and integration into society. 2. Cooperation should contribute to the political, economic and social concertation processes directed towards fostering across-the-board development in the context of poverty reduction and employment creation strategies. 3. The Parties underline the importance of social development, which must go hand in hand with economic development and agree to give priority to promoting the fundamental principles and rights at work identified by the International Labour Organisation's conventions, the so-called Core Labour Standards. 4. The Parties agree that cooperation in this field may take into account the implementation of an Andean Social Agenda, centred on two main pillars, the Common Andean Market and the development of mechanisms to bolster poverty reduction and regional cohesion. 5. The Parties may cooperate in any area of mutual interest in the above fields. 6. Measures shall be coordinated with those of the Member States of the European Union and the relevant international organisations. 7. Where appropriate, and in accordance with their respective procedures, the Parties may conduct this dialogue in coordination with the European Economic and Social Committee and its Andean counterpart, respectively.

Cooperation in these fields shall be realised through actions such as the performance of studies, provision of the services of experts and information and training. 3. With regard to social security, cooperation between the Parties shall seek to adapt the Estonian social security system to the new economic and social situation, primarily by providing the services of experts and information and training.

These reforms shall aim to develop in the Kyrgyz Republic methods of protection intrinsic to market economies and shall comprise all directions of social protection.
