Strategic and Operational Workforce Issues to be Addressed through Bargaining Sample Clauses

Strategic and Operational Workforce Issues to be Addressed through Bargaining. Forensicare adopts the strategic and operational workforce issues identified in the Mental Health Agreement Request for Authority to Commence Bargaining, and the following additional matters. Strategic Alignment Disputed clauses Workforce issue or impediment to be addressed Clause 69 - EIST Teams – Early Intervention Support Teams Rationale for change The meaning of Agreement terms should be agreed, and disputes minimised. Description of proposed solution Clause 69 - EIST Teams – Early Intervention Support Teams The Early Intervention Support Team (EIST) at Xxxxxx Xxxxxxx Hospital (Clause 69) was established to: - • assist in reducing Occupational Violence and Aggression (OVA) • provide support and workload management to unit-based staff in a timely manner, increase clinical and therapeutic engagement time with patients • provide early intervention and de-escalation • address staff professional development. Issues facing EIST A 2019 review of seclusion and occupational violence recommended that management ‘consider inclusion of well-formulated, clinically-led security type function, including the use of security staff’. The review proposed a reconfigured EIST team with a higher level of training in security management and improved capacity to respond to real time demands to reduce the impact and frequency of occupational violence than is currently available. Both the ANMF and HACSU were consulted as part of the review. The basis for this proposal is to improve Forensicare’s management of its OHS obligations, in particular through increased use of security management and faster response times to reduce risks of violence to staff and other patients. The revised model proposes: • The team continues to be available at all hours • The introduction of PSOs to the team, with skills in correctional security and mental health, as an amendment to clause 69.4 of the current Agreement. • Clinical staff will continue to be required to be actively engaged in and responding to emergencies. Expected benefits for the organisation and Government The proposed change will improve recruitment and retention as identified in the Interim Royal Commission Report, and assist in addressing occupational violence, which the Royal Commission noted is a major workforce issue1. Costs and savings implications This is a non-cost item, as PSOs will be reallocated within Forensicare Reporting and Accountability Measures Through the life of the Agreement Strategic Alignment Clause 25Notice...
