Suspension of Continuing Contracts. When, by reason of budgetary constraints, changing course offerings and selections, decreased enrollment of pupils, return to duty of regular support teachers after leave of absence, or by reason of suspension of schools or territorial changes affecting the District, the Board decides that it will be necessary to reduce the number of support teachers, it may make a reasonable reduction. In making such a reduction, the Board shall proceed to suspend contracts in accordance with the recommendation of the Superintendent who shall, within each teaching field affected, give preference to teachers on continuing contracts. Pursuant to R.C. 3319.17, seniority shall not be a basis for determining the order of a Reduction in Staff except when deciding between support teachers who have comparable evaluations. Comparable evaluations will be based upon a rolling average of the final summative ratings up to three years as available.

Suspension of Continuing Contracts. 5 To the extent reductions are not achieved through attrition and the non-renewal of limited 6 contracts, reductions will be achieved in accordance with the suspension of continuing 7 contract procedures set forth in Section 3319.17, Ohio Revised Code and Board Policy 3131. Suspension of Continuing Contracts. Employees whose continuing contracts are suspended shall have the right of restoration to continuing service status in the reverse order of which they were reduced if teaching positions become vacant or are created for which any of such employees are or become qualified within the ten (10) day recall period. After restoration of employees with continuing contracts, those on limited contracts with remaining restoration rights shall be restored if additional positions become vacant or are created for which any such employees are presently qualified.

Teachers in the same certification/licensure areas whose continuing contract have been suspended because of reduction in staff will be recalled in order of the greater service to the District.
