Training for Promotion. 13.1 Employees shall be encouraged to learn the duties of other positions and every opportunity shall be afforded them to learn the work of such other positions in their own time or during their working hours when it will not unduly interfere with the performance of their duties. The Corporation will not unreasonably withhold training opportunities to any employee who has indicated a desire to learn the work of other positions. For this purpose, applicants for training for promotion shall be selected in order of seniority except as otherwise agreed between the Corporation and the Union. Trainees may on application, be permitted to exchange positions for temporary periods without affecting the rates of the employees concerned.
13.2 Employees training to qualify in a higher rated position shall be paid their base rate while training, or at the rate established on a training bulletin. Permanent employees training to qualify for a permanent assignment in a lower rated position shall be paid at the rate of the position they are training for.
13.3 The parties recognize that it is necessary to have an effective and properly trained skilled trades and Specialty skills workforce. The parties agree to engage in Apprenticeship, Internship and Technical Upgrading Programs, based on operational requirements, as follows:
a) Apprenticeship, Internship and Technical Upgrading goals:
i) To improve the capabilities of the workforce and the competitiveness of the Corporation;
ii) To internally acquire replacement personnel in occupations where the Corporation anticipates a resource shortage, by supporting interested employees in following technical upgrading and Provincially Regulated Apprenticeship Programs in order to potentially fill these positions as they become vacant;
iii) To enable Trades Personnel to acquire the knowledge and experience necessary to meet the normal requirements of the work to be accomplished;
iv) To ensure that extreme care is exercised in the selection of applicants for training and that the methods of training are sound.

Should more than one employee, having the basic qualifications, request such training for the same position at the same time, then seniority shall be the deciding factor.

a) during a regular working day up to ten (10) continuous hours at their regular rate of pay.
b) after ten (10) continuous hours in a regular working day at time and one-half their regular rate of pay c) (2012) employees attending a Company-sponsored training program and/or meeting on their regular assigned days off shall be paid for a minimum of four (4) hours at their regular rate. Training and/or meeting on the seventh (7th) consecutive day within a normal workweek shall be at the overtime rate. It is understood that an employee's attendance at such training shall be on a voluntary basis. Furthermore, the Company shall in no way incur additional training requirements or costs should an employee prefer to not attend.

8.2 (2007) An employee required by the Company to take training during scheduled working hours will be paid his/her regular rate of pay while in training. Employees required by the Company to take training outside their scheduled working hours will be compensated as follows:
(a) during a regular working day up to ten (10) continuous hours at their regular rate of pay.
(b) after ten (10) continuous hours in a regular working day at time and one-half their regular rate of pay.
(c) on a scheduled day off all hours in training shall be at one and a half times their regular rate of pay.

It being further understood such training be made available to the employees of the Department on the basis of merit, ability, experience and, if necessary, seniority within the Employer.
