Transport and Communications. 1. In order to achieve a harmonious and integrated development of the continental transport and communications network, Member States shall undertake to: (a) Promote the integration of transport and communications infrastructure; (b) Coordinate the various modes of transport in order to increase their efficiency; (c) Harmonize progressively their rules and regulations relating to transport and communications; (d) Encourage the use of local material and human resources, standardisation of networks and equipment, research and the popularisation of infrastructural construction techniques as well as adapted equipment and materials; (e) Expand, modernize and maintain transport and communications infrastructures by means of mobilising the necessary technological and financial resources; (f) Promote the creation of regional industries for the production of transport and communications equipment; and (g) Organize, structure and promote, at regional and Community levels, passenger and goods transport services. 2. To this end, Member States shall: (a) Draw up co-ordinated programmes to restructure the road transport sector for purposes of establishing inter-State links and the construction of major transcontinental trunk roads; (b) Prepare plans to improve, re-organize and standardise the various rail networks of Member States with a view to their inter-connection and construct new railways as part of a Pan-African network; (c) Harmonize: (i) Their policies on maritime, inter-State lake and river transport; (ii) Their air transport policies; (iii) Their programmes on the training and further training of specialised cadres in transport and communications; (d) Modernize and standardise their transport and communications equipment in order to permit Member States to be linked with one another and with the outside world; (e) Promote proper integration of air transport in Africa and coordinate flight schedules; and (f) Coordinate and harmonize their transport policies at regional and Community levels in order to eliminate non-physical barriers that hamper the free movement of goods, services and persons.

Transport and Communications. 1. For the purpose of ensuring the harmonious integration of the physical infrastructures. of Member States and the promotion and facilitation of the movement of persons, goods and services within the Community, Member States undertake to: a) evolve common transport and communications policies, laws and regulations; b) develop an extensive network of all-weather highways within the Community, priority being given to the inter-State highways; c) formulate plans for. the improvement and integration of railway and road networks in the region; d) formulate programmes for the improvement of coastal shipping services and inter-state inland waterways and the harmonization of policies on maritime transport and services; e) co-ordinate their positions in international negotiations in the area of maritime transport; f) encourage co-operation in flight-scheduling, leasing of aircraft and granting and joint use of fifth freedom rights to airlines of the region; g) promote the development of regional air transportation services and endeavour to bring about the merger of national airlines in order to promote. their efficiency and profitability; h) facilitate the development of human resources through the harmonization and coordination of their national training programmes and policies in the area of transportation in general and air transport in particular; i) endeavour to standardize equipment used in transport and communications and establish common facilities for production, maintenance and repair.

Transport and Communications. Member States Shall Accord Passenger and Cargo Transportation Belonging to Citizens of the other Member States, When Transiting or Entering Its Territory, the Same Treatment They Accord to the Means of Passenger and Cargo Transportation Belonging to Their Own Citizens, Including Exemption from All Duties and Taxes, Whatsoever. Potential development projects for energy conversion in domestic air transport will be supported. » We will continue to promote innovation, e.g. with a regulatory framework and environment that supports the establishment and operation of businesses, not least in sparsely populated areas. In tandem with this, work will be done to strengthen Regional Advancement Programmes. » To support rural development and freedom of choice in residence, government jobs will not have fixed locations unless specifically required by their nature. » Targets will be set for the proportion of public jobs in non-urban areas. » ...

  • Routine Communications All routine communications related to the Contract shall be sent to the Department’s Contract Manager. If any of the Contractor’s contract information changes during the life of the Contract, the Contractor shall notify the Department’s Contract Manager; such updates do not necessitate a formal amendment to the Contract. Communications relating to a Customer contract or purchase order should be addressed to the contact person identified in the contract or purchase order.
