Assistance Phase. After the final meeting of the Awareness Phase, a letter will be sent to the staff member to formally notify him/her of the placement in the Assistance Phase. A copy is forwarded to the Personnel Office and is placed in the personnel file. The staff member should also be notified of their right to request assistance from their local association. A conference will be held between the staff member and the administrator to develop an Assistance Plan that must include a specific statement of problems related to one or more of the Iowa Teaching Standards, as well as a specific-growth promoting goals that are measureable, action-oriented, realistic, and time-bound. In addition, the plan will include strategies and resources to be applied in achieving the goals, intended timelines for strategic actions, and specific criteria for evaluating the successful completion of the plan. The summative evaluation of the teacher in the intensive assistance tier will be made at the time of the summative evaluation: The problem is resolved; the staff member is removed from the Assistance Plan. Progress is noted, the timeline is extended but may not exceed six months according to the Iowa law, and work continues in the Assistance Phase. The problem is not resolved; progress is not noted. Actions are then taken by the district to move towards a recommendation for non-renewal of contract.
