Conditions for Reappointment and Promotion. Conditions for reappointment and promotion to a subsequent PGY level are specified herein, in the House Staff Manual, and in the curriculum and program-specific documents. Upon receipt of specific recommendation from the House Officer's residency Program Director and evidence of satisfactory completion of required educational and administrative responsibilities during the period covered by this Agreement, the Hospital will typically agree to extend the appointment of the House Officer into the next year of the residency program, if applicable, until the satisfactory completion of the residency program. In the event that the Hospital does not intend to (a) extend the House Officer's contract into the next year of the Program or (b) promote the House Officer to the subsequent PGY level, the Hospital will provide the House Officer with written notice of such intent no later than four (4) months prior to the end of the House Officer's current contract. However, if the primary reason(s) for the non-renewal and/or non- promotion occur(s) within the four (4) months prior to the end of the contract, the Hospital will provide the House Officer with as much written notice of its intent not to renew and/or promote as the circumstances will reasonably allow, prior to the end of the contract. If the House Officer receives any such notice from the Hospital under this Section 9, the House Officer shall be entitled to implement the Hospital’s grievance procedures as described in this Agreement and the House Staff Manual.
Conditions for Reappointment and Promotion. Hospital provides continuation and/or promotion in the Resident that is contingent upon satisfactory academic and professional performance by the Resident as determined by the Program Director and faculty, and in accordance with policies and procedures described in the GME Resident Manual. Achievement of competency based goals and objectives for each level of training will be used as one measure of performance and promotion, but not the only criteria of performance. Hospital is not obligated to renew or extend this Agreement for subsequent training levels in the event that the academic and professional performance by the Resident is determined to be unsatisfactory, subject to the provisions of due process set forth in the GME Resident Manual. Hospital shall provide notice to the Resident prior to the End Date of this Agreement regarding promotion to the next year of training or graduation from the Program. If the Resident will not be promoted, the Program shall endeavor to provide as much notice as circumstances reasonably allow, prior to the end of this Agreement. Disputes that arise from the promotion or graduation decision may be directed through the grievance and due process procedure in accordance with the GME Resident Manual.

If at the discretion of the Director of the graduate training program in which the resident participates, the resident has fulfilled all of the educational requirements and attained the competencies necessary to progress to the next level of post-graduate training and fulfilled all of the other terms and conditions stipulated in this Agreement, the resident shall be eligible for promotion to the next level of residency training with a commensurate renewal of this Agreement, not to exceed one additional period of twelve (12) months, unless the resident has completed the residency training program to which the resident was appointed. A four month notice will be given for non-renewal or non-promotion. If the primary reason(s) for the non-renewal or non-promotion occurs within the four months prior to the end of the agreement, the University must ensure that its programs provide the resident(s) with as much written notice of the intent not to renew or not to promote as circumstances will reasonably allow, prior to the end of the agreement. If a resident is not reappointed or promoted, an academic appeals process is available to ensure that residents have access to adjudicate complaints and grievances. If the resident has fulfilled all of the educational requirements, attained the knowledge and skill necessary to progress to the next level of post-graduate training, and has satisfied the requirements of GME Policy #520 – Resident Reappointment and Promotion, the Program Director may promote the resident to the next level of post-graduate training, with a commensurate renewal of this Agreement, not to exceed one additional period of twelve (12) months. A written notice of intent should be given 30 days prior for non-renewal, non-promotion, or dismissal. If a resident is not reappointed or promoted, an academic appeals process and grievance procedures are available to ensure that residents/fellows have access to adjudicate complaints and grievances. As detailed in the Graduate Medical Education Evaluation, Renewal and Promotion Policy, renewal of the Resident Agreement will be based on the ACGME core competencies. Resident will be evaluated/reappointed based on patient care, medical knowledge, clinical competence, practice based learning and improvement, interpersonal and communication skills, professionalism, systems-based practice, evaluations and/or any other factors deemed necessary to advance to the next level in training.

The Resident must also demonstrate the potential to perform at the next PGY level or as a program graduate, as appropriate. In addition to meeting promotional criteria as descripted in Appendix D, residents must achieve a passing score on USMLE II or COMLEX II to advance to the PGY 2 year. Residents must have a scheduled a date to take USMLE III or COMLEX III by the mid-point of the PGY-2 year and must pass the exam to advance to the PGY-3 year.

Conditions for Reappointment and Promotion. Appointment to an additional year of the GME Program, if any, is accomplished by affirmative recommendation from the specific residency Program Director and concurrence of the Graduate Medical Education Committee (hereinafter "GMEC"). It is the Resident's responsibility to clarify with the Program Director whether the GME Program intends to offer an appointment to Resident for any additional year(s) of Graduate Medical Education training.
