Cross-Cutting Issues. The Appraisal Guidelines for the endorsement of national education plans clearly state that these plans should include strategies to address HIV/AIDS, gender equality, equal access for all vulnerable groups, including children with disabilities, and other cross-cutting issues relevant to education. Environmental issues are usually covered by national sectoral strategies, and environmental impact assessments are included in the appraisal and endorsement process, where appropriate. The GPE has, since its inception, had a strong gender perspective and girls' education is a strategic priority for the Partnership. The appraisal guidelines are quite clear regarding the need for gender disaggregation of data, analysis of gender disparities and the need to address gender issues through specific initiatives and mainstreaming.
Cross-Cutting Issues. The ‘Safeguards+Gender’ Management System is an integral part of GIZ’s commission management. ‘Safeguards+Gender’ assesses the proposed Action in its specific context, identifies potential risks and unintended negative impacts at an early stage, draws up risk prevention measures – known as ‘safeguards’ – and follows up on them throughout the project cycle. It helps to ensure the proposed Action is in line with GIZ’s guiding principle of sustainable development.
Cross-Cutting Issues. This SAP recognizes a concern to address cross-cutting issues and inter-linkages identifiable as priorities for action for its successful implementation. Highlights of the commonality stronglysuggest the following needs; • To strengthen the existing institutional and legal framework for sustainable integrated management of coastal and marine areas; • To ensure the acceptability and sustainability of interventions by involving all relevant stakeholders; basis for effective sustainable management; • To improve/enhance cooperation at regional and international levels in order to resolve present and future challenges facing the LME and its coastal and marine areas; and • To ensure sustainable financing mechanisms. Some of the key factors are further elaborated as follows:
Cross-Cutting Issues. The programme addresses a wide range of cross-cutting issues all related to economic integration, namely co-operation and development, trade, ICT, statistics, the fight against illegal drugs, linguistic barriers, air transport infrastructure and macro-economic economic support. It is not gender specific but improvements in the standard of living tend to benefit women and children more since they suffer most from poor living conditions and insecurity.

Prevention of HIV Infections The Department commits to: i) Access and share with staff Xxxxxx 1 Guidelines (50%) ii) Identify and implement the following 4 interventions: Condom promotion, Promotion of wellness amongst staff and family members, Stigma and discrimination sensitization and Creating comprehensive HIV/AIDS knowledge (50%)

Disability Mainstreaming The Department commits to: i) Include in the agenda of all staff and community meetings messages on the importance to include PWDs and PLWDs in PMCs (20%) ii) Sensitise PWDs and PLWDs on opportunities available for them from the County and National Government (20%) iii) Consider PWDs and PLWDs when placing interns and attachees (30%) iv) Ensure all the 6 Sub-County offices, 30 Xxxx offices and 60 Sub-Xxxx offices are friendly (accessible) to PWDs (30%)
4. Gender Mainstreaming The department commits to: i) Include in the agenda of all staff and community meetings messages on the importance to mainstream gender in their work, dangers of GBVs, equity and Child Rights (40 %) ii) Ensure that Public Participation Policy address Gender mainstreaming (20%) iii) Ensure that all Departmental Committees comply with one-third gender rule (20%) iv) Ensure adherence on one-third gender rule in the election of PMCS and Development Committees (20%)
5. Environmental Sustainability The Department commits to: i) Grow at least 20 trees and assorted flowers around the 6 Sub-County offices and in other public institutions (40%) ii) Sensitize the staff on waste generation reduction e.g. green office systems e.g. Envelop Recycling, Back to back printing, On-line/Soft copy sharing of reports and minutes (30%) iii) Include in the agenda of all staff and community meetings messages on the importance to promote environmental protection measure specific to their localities and conservation -water harvesting, green energy, and riparian management, etc (30%)
