CROSS-CUTTING ISSUES. GENDER MAINSTREAMING Equality in the freedom and rights of citizens are stipulated in Article 18 of the Albanian Constitution. The support provided through IPA 2015 to the Gender Equality Facility will ensure to strengthen capacities of the EU delegation and line ministries to implement and mainstream gender into all program cycle, reporting, monitoring and evaluation and exchanging best practices. GEF will provide consistent support and technical advice to ensure mainstreaming of gender across the sector strategy as well as support gender responsive planning and budgeting, capacity building and coaching to respective ministries. Special measures will be required for gradually including equality goals in the transport sector. Towards this end, activities will be undertaken for enhancing overall capacity to conduct gender analyses and assessments in the sector. As a basis for further programming in the sector, where unavailable, assessment of gender equality implications in the transport sector will be supported, including analyses of (i) gender differences - interlinked with other factors such as ethnicity, handicap, geographical location as well as in the use of different modes of transport, and possible differences in preferences and needs as well as on causes of gender differences; (ii) issues of personal security in use of different transport modes; (iii) traffic safety from the perspective of different groups of women and men as motorized and non-motorized participants in traffic; (iv) transport sector as an area of employment for women and men ; (v) interlinkages between transport and environmental issues from a gender perspective. Balanced representation of women and men in relevant institutions and activities of the programme and its actions will be ensured. Support will be provided for establishing relevant sex-disaggregated and gender indicators, compliant with EUROSTAT standards and national legislation. Mobility - including access to transport - is highly gendered, with predominantly men using and owning motorised vehicles. This in turn results in limited mobility of the female population, restricting women’s and girls’ access to markets, education, and employment opportunities. Women’s increased mobility/access to transport can therefore serve as a statistically reliable indicator measuring equity outcomes of reform measures in the transport sector. CROSS-CUTTING ISSUES. Equal opportunities and gender mainstreaming The Serbian legal framework related to the prohibition of discrimination and anti-discriminatory policy in Serbia is aligned with the relevant EU conventions and harmonised with the three key Directives of the European Union. When it comes to the relevant documents Serbia has adopted a Law on the Prohibition of Discrimination, the National Anti-Discrimination Strategy, Action Plan for the implementation of this strategy, supporting measures in a number of sectors of society, and the National strategy for improving gender equality 2016-2020 is presently being drafted. Any of the proposed Public Administration reform processes supported through this SBS intervention need to be consistent with the principles of non-discrimination and gender equality. A crucial aspect for the PAR reform will be the application of the gender disaggregation of statistical data, needed to both inform and guide the process, but also to measure and evaluate the impact of the measures upon the issue of equality of man and women in the PA systems. Environment and climate change (and if relevant disaster resilience) Serbia has a set of environmental policies in place, and a policy dialogue with the EU is under way in the context of the negotiations to take place related to Chapter 27 on Environment. Topics covered through the explanatory and bilateral screenings of this chapter include air quality, waste management, water quality, nature protection, industrial pollution control and risk management, chemicals, noise, civil protection and climate change. Important aspects are further covered under the Chapter 11 on Agriculture and Rural development; Chapter 12 on Food safety, veterinary and phyto-sanitary policy; Chapter 13 on Fisheries and Chapter 15, which deals with Energy. In the field of PAR, the most comprehensive document is the Economic Commission for Europe (Committee on Environmental Policy) Environmental Performance Review for Serbia from October 2014. A number of important recommendations relate to the sector for PAR, and will be translated into the specific actions under this SRC intervention. In relation to PFM, the recommendations related to economic instruments, environmental expenditure and investments for greening the economy will be considered. CROSS-CUTTING ISSUES. The Appraisal Guidelines for the endorsement of national education plans clearly state that these plans should include strategies to address HIV/AIDS, gender equality, equal access for all vulnerable groups, including children with disabilities, and other cross-cutting issues relevant to education. Environmental issues are usually covered by national sectoral strategies, and environmental impact assessments are included in the appraisal and endorsement process, where appropriate. The GPE has, since its inception, had a strong gender perspective and girls' education is a strategic priority for the Partnership. The appraisal guidelines are quite clear regarding the need for gender disaggregation of data, analysis of gender disparities and the need to address gender issues through specific initiatives and mainstreaming.

CROSS-CUTTING ISSUES. As the Project involves large-scale construction sites where a large number of construction workers are concentrated, various labor hygiene and safety measures, including activities for prevention of HIV/AIDS infection among workers, are implemented. Besides this, anti-COVID-19 measures, such as daily infection prevention efforts of contractors, and establishment of a COVID-19 antivirals taskforce made up of executing agencies, contractors, consultants and other members, are also being implemented.

GENDER MAINSTREAMING In the context of gender mainstreaming, the project reported the following activities: • Training on gender for Neema staff based in the 3 Regional Bureaus and at the national level (Dakar) • Development of a training guide for the management of gender-based violence • Completion of the guide to include gender in pre-service training for health providers • Orientation of tutor trainers on the gender approach as well as key points to be developed during tutor training • Start of the formative research to examine barriers and facilitators to health-promoting behaviors and obstacles related to gender norms • Inclusion of gender-based violence in the community action cycle tools
CROSS-CUTTING ISSUES. CPGCBL and the Contractor have and will continue to implement specific measures to prevent COVID-19 infections, including rigorously conducting PCR testing, constructing lodging facilities on the Project site to minimize relevant people’s travel into and out of the site, and performing health checks at site entrances.
CROSS-CUTTING ISSUES. 1. Promotion of integrity/ corruption eradication There are awareness campaigns among staff members for the eradication of corruption. Furthermore, internal and external audits complement these efforts.
