Departmental commitments. The Department will: Provide for and resource the annual budget for GSOC. Liaise with D/PER as appropriate on resourcing requests on behalf of and in consultation with GSOC, in line with public financial procedures and policies on public service numbers. Provide any necessary guidance/direction on procurement and expenditure rules, Civil Service HR policy, remunerations and industrial relations, government accounting and governance generally. Take due account of GSOC’s role and statutory functions and ensure that GSOC is included/consulted as appropriate in all relevant matters. Inform and involve GSOC in any Departmental activities that relate to the functions that GSOC undertakes or may be required to undertake. Coordinate issues of a horizontal nature where there are shared or related legislative responsibilities by various entities which are under the Department’s aegis and which impact on GSOC’s functions. Advise GSOC in relation to proposed ICT projects (and resulting expenditure) and prompt review by the Department’s ICT Governance Group of the sanctioning of project- related expenditure.
Departmental commitments. The Department will: Seek, via the annual Estimates campaign, to secure sufficient resources for the activities of the Authority; take due account of the Authority’s role and statutory functions and to ensure that the Authority is included/consulted as appropriate in all relevant matters; proactively consider the Authority’s role in the ongoing work of the Department with the Garda Síochána to determine whether the Authority needs to be informed, consulted or directly involved in any matter that arises; coordinate issues of a horizontal nature where there are shared or related legislative responsibilities by various entities which are under the Department’s aegis and which impact on the Authority’s functions; Support the Authority, as appropriate and necessary, in relation to sanction requests to D/PER in line with public financial procedures and policies on public service numbers; Support the Authority through the appropriate provision of administrative shared services under Service Level Agreements where appropriate, consistent with maintaining the independence of the Authority; In preparing the specification for a role as a member of the Authority, consult with the Chairperson on the specific skills that are required; The Department will provide support to the Authority in relation to access to: Media monitoring services; Information resources relevant to the Authority’s remit on the Criminal Justice sector, for instance to library services and online resources.

The Department will: ⮚ Seek, via the annual Estimates campaign, to secure sufficient resources for the activities of the Board. ⮚ Liaise as necessary with D/PER to ensure, as far as possible, timely sanctions for expenditure and staffing to meet service delivery requirements within the parameters of public financial procedures and policies on public service numbers. ⮚ Provide any necessary guidance/direction on procurement and expenditure rules, government accounting and governance generally. ⮚ Engage as appropriate with the Board on public service reform/ engagement initiatives. ⮚ Engage with the Board in a timely and constructive manner where the Department has a role in addressing strategic, policy, legislative or operational issues relevant to the safe, secure, efficient and effective functioning of the parole system.
Departmental commitments. The Department will: ⮚ Seek, via the annual Estimates campaign, to secure sufficient resources for the activities of the IPS. ⮚ Liaise with D/PER to ensure, as far as possible, timely sanctions for expenditure and staffing to reflect service delivery requirements in line with public financial procedures and public service numbers policy. ⮚ Provide any necessary guidance/direction on procurement and expenditure rules, government accounting and governance generally. ⮚ Liaise as appropriate with the IPS on public service reform/ engagement initiatives. ⮚ Engage with the IPS in a timely, constructive and committed manner wherever the Department has a role in addressing strategic, policy, legislative or operational issues relevant to the safe, secure, efficient and effective functioning of the prison system. ⮚ Advance the development of a prison population projection model to allow for more proactive planning. ⮚ Assess, where relevant, how envisaged resourcing or legislative changes in another area of the criminal justice sector could impact on the prison system.

The Department shall: • In forming the estimates for the Justice vote, consider the requirements of the PSRA as part of the annual budgetary provision of the PSRA. • Provide, via its HR Division, services encompassing recruitment, employee relations, staff circulars, Civil Service HR Policy Guidelines, workforce development, performance management and liaison with (HR) shared services as required. • Liaise appropriately with D/PER to ensure, as far as possible, timely sanctions for expenditure and resourcing in line with public financial procedures and policies on public service numbers. • Provide guidance/direction on procurement and expenditure rules, government accounting and governance generally. • Engage through the appropriate departmental function in a timely manner with the PSRA on strategic, policy and legislative issues of relevance to PSRA functions. • Provide payroll, invoice processing and other accounting services through the Department’s Financial Shared Services and Financial Management Unit. • Provide internal audit services to the Authority. The audit work will be agreed between the Chair of the Audit and Risk Committee, the CEO and the Head of Internal Audit in the Department of Justice. • Provide ICT development and operations services in support of the PSRA. • Liaise with the PSRA on public service reform/engagement initiatives. • Engage and progress the State Boards process as vacancies arise or are anticipated on the Board of the PSRA. • Liaise, through the Transparency function, with the PSRA at the earliest possible stage on: o Requests for information that may be necessary to assist in meeting the Minister’s obligations to the Oireachtas and in responding to representations, media queries etc; and o Ministerial/Departmental announcements of relevance to the functions of the PSRA. • Liaise and support, through the Civil Governance function, with the PSRA at the earliest possible stage on significant governance developments and related issues of concern.
