5.1.1 Progression between steps 1 and 2 shall be after 6 months subject to the intern achieving full registration and this will become their anniversary date for the purpose of progression though the automatic steps. Progression between steps 2-9 inclusive shall be by automatic annual increment on each employee’s commencement anniversary or such other anniversary as agreed between the parties.
5.1.2 The employer may establish supervisory/managerial positions and these positions shall be placed on the scale at a level determined by the employer. However, the minimum levels for each employer that shall apply from 29 June 2009 are: Head/charge of Departments Step 13 Technical Specialists Step 11 Any comparable new position that is established shall be placed on the appropriate minimum step irrespective of position title.
5.1.3 Career Progression Criteria Career Progression Criteria process as set out in Schedule D shall apply to all scientists on steps above the automatic maximum and to those scientists who have been on steps 9 for 12 months or more. The process may also apply to scientists in the automatic scale at the discretion of the employer.

ii) on appointment to Department Second in Charge (2IC)
iii) when assigned a significant area of extra responsibility outside of their area of the laboratory – for example Quality or Health and Safety
iv) when assigned special duties or responsibilities within their area of the laboratory which shall include demonstrable managerial and leadership responsibilities. Movement to Step 10 is subject to recommendation by the Head of Department and approval by the CEO.
5.1.4 2IC progression to step 11 shall be on confirmation of the assignment of a significant area of extra responsibility – outside of their area of the laboratory - for example Quality or Health and Safety.
5.1.5 Progression to step 12 is on appointment to the position of Head of Department (HOD) following a minimum of 12 months on step 11. The HOD must hold responsibility for daily operations, planning and organisation of a section or Department made up with greater than 3 staff members. This includes staff management with responsibility for staff recruitment, annual reviews and development/ education and issue resolution.
5.1.6 HOD progression to step 13 shall be confirmation of the assignment of a significant area of extra responsibility – for example Infection control / Transfusion committees.
5.1.7 HOD progression to step 14 following a minimum of 12 months on step 13 shall be on confirmation of the assignment of a significant area of extra responsibility outside of their area of the laboratory– for example Quality or Health and Safety.
