Officer Development Program. (i) Employee attending courses, Employees filling vacancies in the workplace to replace such Employee or Employees agreeing to participate in components of the Officer Development Program shall be compensated at straight time rate.

Officer Development Program. The goal of the West Vancouver Fire & Rescue Officer Development Program (the “Program”) will be to prepare future Officers to meet the NFPA 1021 Standard ‐ Fire Officer I; or Standard for Fire Prevention Officer and to be successful in their respective Program. Members must be offered the opportunity to take the Program prior to the time they would become eligible to receive a promotion.
Officer Development Program. The criteria for each level of the Officer Development Program will be determined by the Fire Chief and will be reflected in the job description. Officer Development Programs will reflect but not limited to the applicable recognized officer standards in place in the province. The program may also include certifications in the applicable and recognized Incident Command and Incident Management Systems and other training courses deemed necessary by Thunder Bay Fire Rescue for the protection of Fire Fighters and effective, efficient delivery of services to the community. The above noted training courses and certifications will be made available to all eligible candidates and conducted on duty wherever practical and reasonable. If the senior candidate on the Qualified for Promotion List does not have all the criteria for the required Level 1, 2 or 3 certification of the Officer Development Program, the promotion may still be offered. The successful candidate will be required to achieve the required criteria prior to the end of the probationary period. If the candidate fails to successfully achieve the required criteria they will not be eligible for promotion and have one (1) year to attain the required criteria in order to maintain their position of seniority on the Qualified for Promotion List. If the necessary criteria are not met they will be removed from the list. The candidate may reapply to qualify for the Qualified for Promotion List at the next opportunity. The Fire Chief has the discretion to extend the probationary period provided that the extension is required due to circumstances beyond the control of the Fire Fighter and the extension does not interfere with safe and effective operations of the Fire Rescue Service. All promotions above the rank of Fire Fighter 1st class will serve a 1 year probationary period.   • Career Development The City and the Union agree that employee career growth can be beneficial to both the City and the affected employee.
