Programme administrative structures. In addition to the allocation to programme management set in the detailed budget table contained in Annex 1 to this Programme Agreement, the Programme Operator may allocate further funds to support the implementation of the programme. The Donor States shall bear no responsibility for such further funds and the Programme Operator’s responsibilities, as described in this Programme Agreement and the legal framework governing the EEA and Norwegian Financial Mechanisms 2014-2021, shall in no way be affected by the availability of such further funds.
Programme administrative structures. The programme is operated by the Ministry of Environment of the Republic of Estonia. The Foundation Environmental Investments Centre will act as the implementing agency and will be involved in the selection process and communications activities as well as take on tasks related to verification of payments, payments to project promoters, monitoring of the projects and provide legal support.
Programme administrative structures. The implementation of the small grants scheme shall be sub-contracted by the Programme Operator to the Centre of the Republic of Slovenia for Mobility and European Educational and Training Programmes (CMEPIUS). This sub-contracting shall not reduce or restrict the responsibility of the Programme Operator for the Programme.

The tasks of the Programme Operator shall be carried out by the Service for Management, Monitoring & Evaluation of EU Programmes and International Financial Mechanisms of the Sector for EU programmes and International Financial Mechanisms, at the Directorate for Strategic Planning and coordination of EU Funds of the Ministry of Regional Development and EU Funds of the Republic of Croatia. Independence and functional separation from the Independent Sector for Strategic Development Management and Coordination of Investments from EU Instruments, acting as project promoter for the PDP 2 “Enhanced Strategic Planning at Regional and Local Levels in Croatia”, shall be ensured.

The Programme Operator shall launch in 2018 a procurement procedure for a Small Grants Scheme operator to manage and implement the small grant schemes under this programme. Alternatively, the Programme Operator shall manage and implement the small grant schemes itself.
Programme administrative structures. The tasks of the Programme Operator shall be carried out by the Ministry of Environmental Protection and Regional Development (MEPRD). Pursuant to paragraphs 4 and 5 of Article 6.6 of the Regulation, the management of the small grant scheme under Outcome 1 is sub-contracted to the Latgale Planning Region. The Ministry of Culture (MC) of the Republic of Latvia shall take on the tasks related to the implementation of Outcome 2, such as launching of Open Calls, project selection, signing of project contracts, verification of project expenditures and payments to the projects.

OSF Prague shall be responsible for the establishment of the management and control system of the FO and the communication with and reporting to the FMO and the National Focal Point (NFP). OSF Prague shall maintain the designated website of the programme. It shall be responsible for re- granting under four of the five outcomes (Outcomes 1, 2, 4 and 5)[1]. In close cooperation with VDV OSF Prague shall set the procedures of open calls, selection and evaluation and monitoring. Both OSF Prague and VDV shall maintain the Grantys system for application and implementation of projects. VDV shall be responsible for re-granting (except for executing payments) for projects under one outcome (Outcome 3) and shall monitor the implementation of the PDPs implemented by the other members of the consortium. SI shall be responsible for ensuring that youth inclusion shall be addressed in the most effective way at all levels of the programme implementation. The FO shall ensure compliance with the principle of separation of functions between and within each entity by developing and implementing management and control systems and effectively following their procedures and protocols. The FO’s organizational structure shall ensure independence and functional separation of the persons responsible for verification of incurred expenditure and approval of payments from other persons responsible for the implementation of the programme. The management and control system established shall ensure that the financial administrator(s) and the financial director are external to the process of project selection. For the implementation of the PDPs, functional separation of tasks and responsibilities among the team members of each of the consortium partners shall be ensured. The financial administrator(s) responsible for the verification of incurred expenses of the PDPs shall not be part of the teams implementing the relevant PDPs.
Programme administrative structures. The tasks of the Programme Operator shall be carried out by LIAA, which is subordinated to the Minister for Economics. LIAA shall operate autonomously and independently from the Ministry of Economics within the Programme. In order to perform the functions of the Programme Operator, LIAA has established the Norwegian Financial Mechanism Department, that is responsible for the implementation of the Programme. Independence and functional separation from the Business Incubators Department within LIAA acting as project promoter for the pre-defined project shall be ensured.

Enterprise Estonia will act as the implementing agency and will be involved in the selection process as well as take on tasks related to verification of payments, payments to project promoters, monitoring of the projects and preparing the interim financial reports to be submitted to the Certifying Authority by the Programme Operator. Monitoring of financial management and budgeting will be followed by general state budget rules. The organisational structure of the Programme Operator shall ensure independence and functional separation of the division responsible for verification of incurred expenditure and approval of payments from other divisions responsible for the implementation of the programme.
